Couple of questions I haven't seen on rrecs.

Hi well first how is the pay/credit calculated for parcels that are scanned left with individual. As in say they meet you halfway or any other instances you use that option. I actually use it many times a day on route. Also does front desk work the same as front door for businesses? If there are only 4 mapping points the whole thing would be invalid if your delivering a parcel for free and no proper credit given?

Second what about when you have to park and deliver blocked boxes either it be one or several? Ones not due to the customers fault.

Third and most pressing, since we get actual time for loading truck and duties when we return, are we being set up for endless daily harassment on how long your times are? I will admit I'm a bit slow when it comes to both but currently I just eat the time don't really care. However I fear I'll be hounded especially when I return I have a lot of mail to go through etc. It will be like a never ending mailcount why did you take 5 more minutes on Thursday etc.

For the first part of this series of questions you must remember its not the number that you push on the scanner that is critical it is the location of the scan, as commented on earlier on a different thread. "Scan where you Stand". The mail box will be the only exception to that, all others will be where you deliver all your large packages! I have business that I deliver to front desk two or three times a week, I carry my scanner into the lobby and scan it at the front desk, that is the location from which credit will be given.

Customers fault or not blocked boxes don't have to be delivered to, that's your choice to provide that as good customer service!

On the third, I would say yes I think we will experience more attention for office time issues.

Yeah, we're only mapping the 4 points. Anything outside of "to the door," unclear what's going to happen. These would be good questions for someone going to the next NRLCA conference (like our very own @Rural Deviation)

A blocked box is a blocked box and doesn't get service. If you do service it, the PO thanks you for your charity :)

I'm afraid you are right. Carriers in some office are probably going to get hassled about loading and end of shift times.
Another good question for the NRLCA. I doubt they have a plan, but maybe asking will at least get them thinking about it.

-- Time to get in front of this by copying a couple pages from the PO-603 ( Rural Carrier Duties and Responsibilities ) and the M-38 ( Management of Rural Delivery Services ) and keeping them nearby in a page protector as you may have to defend your loading times.

-- As a caveat, this is based upon how things used to be done.

-- No idea if following sections will be addressed in RRECS or if manglement will insist in using the load function [ areas 1 to 6 in the vehicle ], or something else...

- PO-603: - Section 262 - Loading Vehicle and Section 262.1 - General: Load ALL mail in the vehicle so that it is IN SEQUENCE OF DELIVERY to ensure that no time is lost on the route searching for the proper bundles and parcels for containers.

- M-38: Section 362 - Loading: The mail MUST be loaded in the vehicle IN ORDER OF DELIVERY. It is ESSENTIAL that carriers maintain DELIVERY SEQUENCE of mail in the vehicle

- M-38: Section 363 - Mail Set Up: In part -- Parcels MUST be aligned IN DELIVERY SEQUENCE in the vehicle convenient to the carrier.

-- On the other side of the coin is Column 16 - Loading Time from the January 2018 Mail Count Guide. Page 26 - in part: The actual time shown for loading the vehicle MUST NOT include time for arranging parcels in delivery sequence; this is included in the time allowance for those items in Column 6 - Parcels. [ btw - that is the "generous" 20 seconds of office time allotted to a parcel. ]

-- As an aside, I was never able to load a parcel buggy in reverse order during my waning days at the post office. The increasing number of parcels meant the LLV was loaded using the "tetris method" --- if the parcel fit, there it went! Had to rely on a parcel marker at the address and corresponding number on a parcel. ( something I have seen being discouraged )

As far as "end of shift times.":

-- No real idea what will be included in "end of shift times" as far as duties and functions.

- Probably that's where the 5 minutes of "Personal Time" will end up as well as putting away buggies and trays, dealing with the accountable clerk ( if still used ), and filling stamps orders.
 
From my calculations my route loses around 10 hours weekly with rrecs. Does our guarentee salary kick in under this scenario? Haven't seen anything one way or the other. If it did I would ONLY lose 9 thousand instead of 19 thousand yearly. It would be nice to see rrecs just go away and never be implemented!

Can the NRLCA really be this stupid???

Anybody who loses big on RRECS would be a damned fool to not quit payin' their dues....

And now they're talking about making it easier to quit.... I see slim pickin's for the NRLCA's future..... :unsure:

For any union, right up there with keeping people working is their pay/wages. If anyone loses it will be more than "slim pickin's " . It will be anorexic.

I kinda have a feeling in the end rrecs won't be implemented. They will use some reason why it's not accurate or is too redundant to track be it union, post office, or mutuality both agreeing.

I believe they are dragging it out to make it look like they have tried it for legal reasons or whatnot, and next contract they will resume having mail counts.

The mapping the post office wants done anyway regardless.

After all, the po can point to the carrier and say,, " based on a years worth of data it takes x hours to run your route on average per week therefore that is your eval". No way to argue that and the union cant either. Thats why you should run it by the book. A lot of hints i believe, are pointing that way. Not the least being the complexity of rrecs and our inability to verify the data inputted by management. That is a whole can of worms in itself. How many of you trust management to input correctly let alone have the brainpower to decipher the data fairly when their bonuses are at stake? Just my opinion. I agree with Edge on the implementation side of it, but I think counts are a dinosaur and a thing of the past.
 
I have looked at the columns of rrecs and every time I hear a new USPS policy I figure it has to do with this. Like forcing carriers out to street early, forcing them out of office in pm within 10 minutes, no backing, nonattempt/just 3849, no pm clearance clerks, pre-authorization of signature..
USPS is definitely trying to mitigate circumstances.

They have already started this a few months ago by stating you can not be in the office for more than 20 minutes then we are hearing 15 minutes even if you are doing Redbooks. Doesn't matter what you are doing it is now 15 minutes and if you take everything to the street you bring a crap load back and it does take some days longer than that, other lighter days less.

We’ve been told for years that we should only need 5 minutes in the evening. The DR backed me up when this was an issue a few years back by letting mgmt make the choice of me leaving ALL my outgoing in my hamper & leaving my forward mail for the next day. I picked up a full hamper of pkgs back then. Mgmt decided the clerks didn’t have time for all that & let me be. Funny thing is that we now have a few Collections like I used to do on the City side & the Clerks have to separate those ?

They'll do this if they want to see "demonstrated INability" become the new norm.

AND what about parcels without a barcode that go to the door?
 
One thing I started doing for parcels that don't have a barcode and are delivered to the door is to tap 9 in rural route study and add in 1 trip to door, I think that should count for something right?
Say wha?
Is this in the scanner options?
