Is buying time back as a sub a thing?

I'm asking this for a friend. She's 63, was a sub for 14 years and now just became a regular about 1 1/2 years ago. She said something about "buying time back" for being a sub to go toward retirement. She'd like to flee earlier than 65. Is this a thing? Where can she find info, or can someone shed some light?

Unless she was a sub prior to 1/1/89, she does not have that option. There is a bill out that wou allow it but I don’t believe it has enough support yet.
