I've been going through the study results. The next section is "Return Receipts (L Route Only)"
Under the current eval system, L Routes get an additional 15 seconds for their return/clearance receipts (Form 3883).
Under RRECS, this time is gone, or rather, "built in" to accountable mail.
Just as an aside: This is such a weird one. Why should return receipts (of all things) get additional time on an L route? Anyone know how this standard came about? I imagine it like this:
1) PO created L Routes and cut box time
2) Union sallied forth and DEMANDED reparations
3) PO said "no"
4) Union said "ah shucks, you've got to give us something!"
5) PO said "Fine, 15 more seconds for return receipts"
6) Union declared victory to its members.
