Why do table two carriers pay more for FERS than table one carriers?

As a table two carrier I didn't find out how much I'm paying into FERS until i got full time.. I pay 4.4 percent of my paycheck towards FERS and table one carriers pay 0.8. How is that fair? Why didn't they raise what table one pays too? Table one carriers are closer to retirement and pay less. Table one is already making 20% higher than table two and have to contribute less? That's like a a 23.5 % percent pay increase over Table 2? Sorry about the rant but I am paying the same for union dues, health insurance, groceries. I already put six years in as an RCA only to make less than a Table 1 carrier. I don't think that's fair. We live in the same expensive world lol. The main reason I pay dues is to keep my health insurance otherwise it might not be worth it. The new contract doesn't seem to do much for Table 2 or RCA. It looks like Table One is the only table getting a general wage increase other than diet colas.

FERS contribution rates depend on when an employee was hired. Generally, employees hired before 2013 contribute 0.8% of their salary, those hired in 2013 contribute 3.1%, and those hired in 2014 or later contribute 4.4%. The agency also contributes a portion of the employee's salary, with the rates varying depending on the employee's hiring date and if they are covered by FERS-RAE.

Employee Contributions:
  • Hired before 2013: 0.8% of salary.
  • Hired in 2013: 3.1% of salary.
  • Hired in 2014 or later: 4.4% of salary.
Agency Contributions:
  • Hired before 2013: 18.4% of salary.

  • Hired in 2013 or later (including those hired in 2014 or later): 16.5% of salary for regular FERS employees, and 16.6% for FERS-RAE employees.

So, when they say "hired"... in this case, for us, it's when you become a career employee... so when you made Reg or PTF.... so, it's not necessarily Table 1 versus Table 2... as many Table 1 peeps pay the 4.4% as well... just some fyi for ya... 🤷‍♂️👉🧐

Unfortunately my TRC years don't matter either even though I was hired before 2013 as a TRC.

Trc, rca, rcr, non of them years count. It's like we never existed. These are the things our union should be fighting for to get them years back. They never go after anything that's beneficial for us. Table 1 table 2 omg come on it all ends up being the same fight for all to stay like it was in the beginning. its always just our craft as well we take the blunt hit for everything. At least Fight to rid us of that no strike Claus. No they think given a 37.00 dollar raise a paycheck is doing something how about you keep that and get us them things I just listed, now that's doing something for us as a whole and long term! Sorry it's just how I feel about it.

Tell me about it. I put in 10 long, hard, miserable years as an RCA before finally going regular in 2015. At this point, I’m willing to accept any compromise. Just give us half-credit….something that makes those years seem worth it. I know at one point they were talking about letting us buy back some of those years but I haven’t heard anything since.

it is because until pres. bush borrowed/liberated/free'd/stole the f.e.r.s. retirement system, there was enough money for people not even born yet in that account... because young people typically dont vote and check on things, they were thrown under the bus to replenish the account.. sounds simple but was pretty sneaky

Bipartisan Budget Act of 2013

The Bipartisan Budget Act of 2013 is a federal statute concerning spending and the budget in the United States, that was signed into law by President Barack Obama on December 26, 2013.

pres clinton the last president to have a balanced budget... pres bush came in and kept his promise of no new taxes... however he needed cash especially with the war on terrorism and saw/used our retirement as a way of keeping that promise
edited to say sad to say that those guys could go down in history as some of our best presidents :(

Fers rate change was proposed and adopted under Obama. Bush 1 had nothing to do with it since the entire system conversion of csrs to fers I986.
Obama changed the proposal to accommodate the increase in federal budget from ACA. It's in the records.

Yes Bush was the one responsible for the 2006 Postal reform Act that put the "pre-funding" for retiree health benefits in place.

The Union has been promoting the bills that are in the Senate & the House every year to get our non-career years back. Only Congress can put that in play so contact your Congressman & ask them to support those bills.
As for the no-strike clause, it is there so that they cannot lay us off. I’d prefer to leave it there if it saves people from losing their jobs as mail volume declines & we lose evaluation time as we see the effects of losing UPS pkgs.

The Post Office is not the only gov’t entity that falls under these rules. This is for all that are under FERS.
This is also what the Oversight Committee has put before Congress among other ideas that are detrimental to all Federal Employees.

FWIW… This Tentative Agreement is geared towards the RCAs and Table 2. There is nothing in it for Table 1 except the usual raises.
RCAs are getting a decent raise at the 3 year mark as well as their usual raise & COLA 1%.
Table 2s are getting time shaved off of the 14 years for maximum. 28 weeks gain is nothing to scoff at. I realize it’s not the 12.4 years that Table 1 takes but the first few steps in Table 1 takes years between step raises as opposed to the 50 weeks Table 2 gets.
Don’t get me wrong but Table 2 needs to go away but it seems as if it will be more like Table 1 will go away once all that benefit from it are closer to Step 12. JMHO

Plenty of responsibility to go around on this one. The bill was co-sponsored by 2 Democrats and 1 Repulican. The House minutes reveal that there was no dissension, actually a slap on the back fest by all involved. The bill passed by voice vote.

The Senate vote was unanimously in favor of bill passage. Years later, when the USPS began big loses, the Dems distanced themselves from complicity, blamed the entire sordid bill on Bush, and have been running with that narrative since.

In short, Table 1 is being dragged down to Table 2... and this has been happening ever since Table 2 came about in 2012... really Table 1 has gotten no real improvements since Table 2 came about... but, many seem to still wanna hate on Table 1ers... Table 2 did not do anything to help Table 1, actually quite the opposite... 🤷‍♂️👉

We got plenty screwed under the DEMS, as well as the GOP... screwing postal workers is definitely a bipartisan issue....🤷‍♂️👉

The bill itself was very much needed for the PO to move into the future. The pre-funding was added to the bill at the 12th hour in order to meet some fictional budget number. Was not part of the original legislation.
