Why do table two carriers pay more for FERS than table one carriers?

Tell me about it. I put in 10 long, hard, miserable years as an RCA before finally going regular in 2015. At this point, I’m willing to accept any compromise. Just give us half-credit….something that makes those years seem worth it. I know at one point they were talking about letting us buy back some of those years but I haven’t heard anything since.

At “one point”….. this is has been introduced to congress repeatedly over the years. It hasn’t gone away. It just hasn’t ever gotten past the introduction point. They need more noise.


I was hired in 2002 as an RCA, 21 years before I became a regular in 2023.

I am Table 1, pay 4.4% in FERS, and write constant letter to EVERY Representative in my State to sign onto this bill.

As a table two carrier I didn't find out how much I'm paying into FERS until i got full time.. I pay 4.4 percent of my paycheck towards FERS and table one carriers pay 0.8. How is that fair? Why didn't they raise what table one pays too? Table one carriers are closer to retirement and pay less. Table one is already making 20% higher than table two and have to contribute less? That's like a a 23.5 % percent pay increase over Table 2? Sorry about the rant but I am paying the same for union dues, health insurance, groceries. I already put six years in as an RCA only to make less than a Table 1 carrier. I don't think that's fair. We live in the same expensive world lol. The main reason I pay dues is to keep my health insurance otherwise it might not be worth it. The new contract doesn't seem to do much for Table 2 or RCA. It looks like Table One is the only table getting a general wage increase other than diet colas.
They didn’t lower it for table 1 . It stayed the same as in the day they were hired . Table 2 came later . Federal government offered employment in later date as table 2 where they said they are offering jobs with new rate from such and such date .They will no longer offer employment with old pay and benefits . As the promises of .8% was continued and kept with old timer . That’s kind of fair . It certainly wouldn’t be fair for government to come back in five ten years from now and increase it to say 8.4% for table 2 from current 4.4% ! Would it be ?
 
FERS contribution rates depend on when an employee was hired. Generally, employees hired before 2013 contribute 0.8% of their salary, those hired in 2013 contribute 3.1%, and those hired in 2014 or later contribute 4.4%. The agency also contributes a portion of the employee's salary, with the rates varying depending on the employee's hiring date and if they are covered by FERS-RAE.

Employee Contributions:
  • Hired before 2013: 0.8% of salary.
  • Hired in 2013: 3.1% of salary.
  • Hired in 2014 or later: 4.4% of salary.
Agency Contributions:
  • Hired before 2013: 18.4% of salary.

  • Hired in 2013 or later (including those hired in 2014 or later): 16.5% of salary for regular FERS employees, and 16.6% for FERS-RAE employees.
These are the facts, don't get angry at the post, blast the union for agreeing to this stuff.

I've ignored this Table stuff because there's absolutely nothing I can do about it.
 
Former union president P. Dwyer I believe tried to get RCA’s hired before 2013 grand fathered in but faild. So I know a regular on Table 1 who is paying 4.4% towards Fers. She got a route in 2014 after being a RCA for 10 years. What a shame.
Thank goodness I personally only paid $30000 in deductions/taxes last year.

The good news is when I got my annual step increase it was an extra $30 a month from increases in insurance.

Doesn't table 2 also pay more for union dues?

Out of the 26 Representatives in my state, 13 have signed.

3rd round of letter going out next week, I will keep sending letters until all have signed on.

The fact is we have a pseudo union. The fact is a third party (The Government) can come in and do anything to us. In this case, the Feds created one of the largest deductions in a new employee’s paycheck and the union can do nothing about it. I argued about this at a meeting 2013 and emphasized we are a bargaining unit and pay dues. Meaning if we give up something we should get something in return. Meeting closed with district rep saying we can’t do anything about it. I mean go ahead and raise FERS for FBI,NSA or CIA employees they don’t pay dues for bargaining purposes.

Holy crap dude! 21 years as an RCA? And I thought my 10 years was bad 😂😂. I’m guessing you must work at a VERY small station with only a few routes?

1 route for most of my time here.
In 2012, and pm positions were eliminated and we acquired RMPO offices, we now have 2 rts and a small Aux. I ran the AUX for 12 yrs.

So you’re in NY. 8 Dems & 5 GOPs have signed. I just wish that once a rep has supported the same bill in the past and still in office they would automatically be signed on the newest bill. Both AOC and Stefanik have signed before but not presently. My state had a Dem on board 3 terms ago, skipped, and now on again. And a GOP 2 terms ago but not now.

Stefanik was a strong supporter of this bill in the past.
She had been one of the 1st to sign. But, not this round....🤷‍♂️

Plenty of responsibility to go around on this one. The bill was co-sponsored by 2 Democrats and 1 Repulican. The House minutes reveal that there was no dissension, actually a slap on the back fest by all involved. The bill passed by voice vote.

The Senate vote was unanimously in favor of bill passage. Years later, when the USPS began big loses, the Dems distanced themselves from complicity, blamed the entire sordid bill on Bush, and have been running with that narrative since.
All of which the result of congress mandating that the private sector pre-fund their retirement plans.* The private sector, rightly so, said what's good for the goose is good for the gander. Let's see some pre-funding of federal retirement plans.
*A result of some large companies raiding their retirement plans to bolster their bottom lines. Many of those companies got caught with few or even zero funds to pay out to retirees.
 
Actually all federal retirement plans are funded. That has been a bone of contention of the PO for years is that the PO has vastly overfunded the CSRS portion for postal retirees.
