NRLCA Files Three National Step 4 Grievances Against USPS

We must realize that every single action, time we take or do is collected somewhere by top management to try to use it to reduce our compensation or get us to work longer for the same pay.
Yep. Not many understand this. Because there is no direct immediate consequense to the actions, why would any carrier change performance? I wont deep dive into this concept here. Hashing things out in this format is useless because it can't result in change.
I am content to sit it all out and watch how things move along. Sometimes watching gets uncomfortable. I need to learn how to better deal with that feeling when it pops up.

The simplest example is "hours paid" and "hours worked" Check ePayroll and your electronic stub shows both the actual hours you worked and your evaluated hours for biweekly check. Even though those "hours worked" which is the actual time reported on the scanner and the 4240, seems worthless, you can bet the farm, the mortgage, the retirement that someone is tracking the differential of how many hours you worked versus how many hours you were paid.

IF the difference is paid for an hour more per day vs worked, the objective suddenly becomes in next contract and RRECS revision how to narrow that gap by perhaps 50%.

Am I dreaming, a conspiracy theorist, or just whack? Maybe. And maybe not.

It's primarily been tracked for 2080 compliance. But, rrecs has led to much discussion on closing this discrepancy.
 
I no longer have a dog in this fight - mostly because Ronnie and Bridget were beyond clueless about math and I finally realized it was pointless to show them the information or the formulas design by college teams were not being utilized. I had plenty of data from 8 different districts I forwarded to nrlca and engineers. It was pretty much ignored for the most part by nrlca due to lack of mathematical training by anyone there. And, a refusal to spend membership funds to verify my findings. With membership and carrier jobs in dire jeopardy, I guess they finally decided to check out the info many DR's and step 3's forwarded to them.
Too little, too late. They lost the fight. I expect nothing to come from this. At best, maybe a 1% increase in the 19% error factor - which wouldn't move many evaluations.

It's just sad for those who Wanted to challenge so much of the faulty data we found that they took this long. And the opinion that...I don't think we have more than two national officers who would understand the data or fight to correct it.

I suspect carriers should get used to second jobs or using the auto renewing mou of assistance to pay bills. Routes will continue to erode and rural carriers will continue to bear the brunt of the budget crisis. Hourly employees will not.

If you have free time - consider upgrading your skill set. I hope more are close to an exit than feeling trapped by years of future uncertainty. Bless those still working.
 
IMHO the "alternative pay system" is movement toward integration to city carriers. Everyone running the post office comes from city side, and the technology Districts use continually highlights things that are city focused, such as "you're spending too much time in the office even though you beat the heck out of your total evaluation"
Even DUVRS hS it's issues...with mgmt massaging numbers to make an office look good. It's not unknown to add 2 ft of volume to give routes cushion to 8 hours.

Agree. But typically management ADDS volume to city while it works to CUT volume or activity from rural.

Tracked for 2080. But anything tracked can be gobbled by district or national data grabbers to try to use it to reduce cost. When RRECS was first "disclosed" one of the primary reasons for the implementation was closing the gap from compensated hours to actual hours. This was fairly public.
 
The pars is wonky also...back when We actually counted the number of pars(3982) my yearly number was the same as the 2 wks during mms and the 2wk number was what was used on my 4241a. I actually counted my pars and it was 2x the number that was on the 4241a. I of course i disputed this until this Sept mms and was told this was automatically done..so dispute was labeled no action.
yes i too found this way off. I went through my book and counted all mine from the last year.
i lost my mind trying to figure it out (credit vs. label count) i figured this would be an easy one to prove since i still have the labels, i'll re visit it after i get the sheet on sat.
 
City is incentivized to slow down. The office fight daily is carrier slow down vs management speed up.

Rural is incentivized to speed up. When we beat evaluation management basically ignores us.

I started as dual. Carried swings or routes on a hundred of suburban routes. I did my own study. Found that as a rural carrier I could complete routes at about 30% faster than city could on same route. And that's taking DPS to the street, coverage to street same as city.

Think about that.
30% faster because the city carriers are milking the clock 🤡 !

Was the only in my office routinely highlighting lack of correct numbers flats wise weekly while keeping in touch with DR. I don’t see anything coming out of this step 4, I just sleep better knowing I did what I could.

If I hadn’t made up my mind about getting out and actually needed said income. I would not be here, love the job truly I do. It just doesn’t pay me anywhere what I know my skills are worth. When I can work part time and clear more in 2 weeks than a month at usps it’s disheartening.

The biggest issue I had with our union is the WHOLE IMPLEMENT AND FIX LATER. WHY? What happens when you find a bigger issue that 100% cost a carrier an hour, two hours, three hours, or maybe more? They will never get back pay for that amount. You just destroyed people's live cutting their pay by thousands and some by tens of thousands. The whole well you guys had no counts for years. Sure but it wasn't just the union that agreed to not do it, USPS had to agree too. If you wanted more accurate numbers, you have to have counts MANDATORY AND REGULARLY, and not optional.

When people send proof of things that are off or not looking right with RRECS and it just gets blown off, it really ticks me off to the point I wanna get out of the union.

Sadly the way our union wants us to make up the money we lost is by renewing the crappy MOU about volunteering on other routes. That's just what I want to do all the time. That's MOU should have went away YEARS AGO, but here we are in 2026, it is still a thing.

Again our union is just horrible. There are few good people in it, but lack of seeing a future and adjusting is has killed the rural carrrier. I mean my route was technically a 49K (1 route office), and I have dropped all the way down to 3 or 4 mins from 43K in few years. Last 2 years lost 4 hours of pay, yet city route HAVEN'T BEEN TOUCHED in my office in YEARS. Mail volume is down, but their routes stay the same. That's what infuriates me as rural carrier. It would be different if everyone was getting the treatment we get, but nope. Rural carriers are the only one getting taken behind the shed.
