Notification of mail count.

Of course your not supposed to load your vehicle in delivry order, but that is typical PO BS. I would hope everyday that is what you do, so that is the way we should be timed, within reason I guess. 1/2 hr, ha ha.

Lol.....it takes what it takes! In the days of few parcels, i could load in no time. Now anywhere from 15- 30 min and i refuse to rush....

You should also receive 20 seconds for each tray of DPS for riffling time. That's quickly going through it making sure there are no sweeping errors and that the mail is generally in route order. Also, with regard to loading, when they say anything to you about your loading time and / or sequencing parcels and mail you tell them, not ask them, to refer to THEIR M-38 , section 344.26 which states During the loading process. the carrier places the parcels in sequence of delivery in the vehicle and section 362 which states The mail must be loaded in the vehicle in order of delivery,. It is essential that carriers maintain the delivery sequence of mail in the vehicle. This permits ready identification and retrieval of mail to be delivered and contributes to an efficient delivery operation. Safety is an important factor and the task of replenishing mail or obtaining the next parcel for delivery is only done when the vehicle is stopped.

hockey94 et al -- " If you are lucky enough to have to wait for a train, be sure you time it, there was an MOU on it."

-- Actually it is Step 4 ( M-66 ). In part: The parties agree there may be instances when time spent waiting at a train crossing should be credited in Column 17 - Other Suitable Allowances in accordance with Handbook PO-603, Section 525.12. ( in case manglement asks ).

any mail, any... mail is counted as raw, but not upside down dps sorry they are worthless, unless,,,,, they are out of order....pick your battles.. and be prepared to fight.. start now with your education...

How do you treat your upside down dps?

In our office, I take my dps to the street, remove every 4 pc or so, bring back to office ( supervisor has to check them), becomes raw mails for next day. ( .0232+.055= .0732 is the value for upside down dps)

I assume it’s a management duties guide. Dang I missed that one.

Is that how it's done? I delivered all, like throughout the year. Just told counter how many during PM tally. Always divisible by 4, but they used a calculator anyway!!

hockey94 et al -- "Of course your not supposed to load your vehicle in delivry order, but that is typical PO BS."

-- Sorry, "Skistmoritz" is correct. And it is not PS BS.

-- PO-603, Section 262.1 Loading Vehicle - General. Load all mail in the vehcile so that it is in sequence of delivery to ensure that no time is lost on the route searching for the proper bundles and parcels or containers.

-- If manglement is not happy with the PO-603, cite Section 362 of the M-38. The mail MUST be loaded in the vehicle in order of delivery. It is essential that carriers maintain the delivery sequence of mail in the vehicle. This permits ready identification and retrieval of mail to be delivered and contributes to an efficient delivery operation.

-- Here is the PS BS with apparent "ok" from the NRLCA: From the 2018 NRLCA Mail Count Guide, page 25-26 - Column 16 - Loading Time.

- In part: Loading time in excess of 15 minutes must be fully explained in the Comments Section of PS Form 4239. [ not a problem - I was using the USPS's scanner "loading" function. ] However, do not interpret the loading allowance to be a minium 15 minutes daily. The actual time shown for loading the vehicle MUST NOT INCLUDE time for arrainging parcels in delivery sequence; this is included in the time allowance for those items in Column 6 ( parcel ). ( In other words, carriers used that generous 20 seconds of parcel time in the office to some how arrange parcels in delivery sequence in the office, but not in the vehicle. )

WestCoastRural et al -- "I assume it’s [ M-38 ] a management duties guide."

-- Sort of. The M-38 is the Management of Rural Delivery Services.

-- Just a little handbook put together back in 1980 by USPS personnel in much higher pay grades than your post master ( or counter ) detailing how rural deliveries should be done.

-- If local manglement has a problem with its contents, refer them to the Postmaster General for clarification.

Callofthemild, that 1 minute is called face-time, some offices try to say that is the same as them having you check with them to see if all your scans cleared, it is not . Scan checks are extra.
Nickie, there are 2 options as to what a carrier could do in your situation, just receiving DPS.
The first (what most carriers do) is to pull out of DPS, everything that doesn't go directly (in order) into your case. Thats holds, fwd's, ubbm, and mark-ups up-side-downs(should be every 4 counts as one raw, if you remember to devide by 4), and have those counted as raw. That is fine an legit.
The other option (one I wish I knew when I first received DPS) is a little sketchy. That method is to leave every thing in your DPS, don't pull anything out, and try and have the least amount of raw letter size mail possible and as much DPS during this count. At the end of count you will lose big time, due to implementation of DPS, you will probably be a 40 hour route, and NO your pm can NOT cut anything off your route (even if squaring up the routes, to save $) before or after your count unless you are above where you are now, and that won't happen.
Yes everybody this sounds crazy, but hear me out. After count is over for a week or so, ask for a DPS review. In the review you do as option #1 and pull everything out of DPS and count it as raw. All regular raw, letter size parcels, and the 3-M mail. Using this method should cause you to fail your DPS review and gain back 3-4 hours of which you will keep until next September when you do it all over again. There is nothing in our contract that says you must pull all raw out of Dps, and typically managers hope you don't pull it out because they believe they are helping the USPS, let them think that until your review. Ok everyone let's hear your rebuttals.

Thanks for the clarification, this will become part of my arsenal.

Rt2mailman et al -- Interesting plan! Except for the "up-side-downs(should be every 4 counts as one raw" part.

-- Step 4 ( A-23 ), in part: During the mail count, the route will receive credit for one additional DPS letter for every four DPS letters received inverted. Appropriate credit will be added to the DPS daily total by rounding down ( naturally ) to the nearest whole number.

-- Also referred to on page 16 of the 2018 NRLCA Mail Count Guide.

-- It is during count that the DPS is usually unbelieveably accurate, so asking for a Formal DPS Review ( Quality ) after count would be the time to do so. Certainly would be nice to use the USPS's numbers against for a change.

WestCoastRural et al -- "Are we helping or hurting nickiegirl62 at this point. And we haven’t got to mark-ups yet. "

-- Probably just over whelming her with so much input!

-- I think she was just looking for a way to get out of count!

-- "magnolia72" is also probably getting much more than she was looking for.

-- In any case, hopefully everyone is learning something new or at least getting reminded of something since counts have not been coming around on a regular basis!

-- Your salary for the year will be depending on the effort you put into this count -- and not relying on the scanner and manglement's input.

Btdtret has posted the correct credit for upside down DPS twice, with proof. Here's the step 4 :Inverted DPS ( 10 years ago)
2018 Mail Count Guide ( page 16 mentions inverted)
Please read the mail count guide multiple times. Depending on your communication skills, you'll need to show proof instead of " someone on the internet said".
Go to a mail count class at least once in your career. The class can be tedious.
