New hires starting at step 5!!????

I’ve been at the post office for almost 4 years and im only at step 3. Why are new hires starting at step 5 PTFs and the rest of us just get looked over. This is not fair at all and im just wondering if this violates the contract in any way because im so ready to file a grievance on this issue. Please help

-- Really going to need some additional info. Granted it does create a vacuum.

-- How many routes, their classification, how many RCAs, how many routes without a sub?

-- Is the new "hire" actually brand new to the USPS or had previous service in another post office or maybe was an RCA hired way back when, like in the 1980s or 1990s? Substitute Rural Carriers becoming a regular start in a higher pay step.

-- How do you know what that person's pay is?

-- Is your office one affected by the new contract's ruling on creating a PTF position? Article 30.2.A.3.

-- Was the PTF position posted in your office and no one bid on it? If so, did the bid go District-wide and still no bid? Then did manglement hire someone off the street to fill the PTF position?

-- At some post offices, RCAs don't bid because they don't want to become a regular ( for what ever reason ) so the post office hires someone off the street as a regular carrier. That certainly is not fair either, but we are dealing with the USPS where being fair is not a normal policy.

Are you still an RCA? If so, why didn’t you bid on the PTF positions that went up in your office?

No I made PTF about two years ago and made regular about a year ago. I am on step 3 and new hires are starting at step 5. Why are new people a head start above people who have years of seniority over them? And what can I grieve if anything?

They are walk on PTF meaning they were hired as PTFs with zero history as postal workers. There were zero route posting that went district wide and I know they are step five because they all start at 25 and hour and it says so on their form 50 my office has about 40 rural routes all of which are occupied other than the two auxs. For example I have been career for about 3 years and my hourly rate is about $24.50 at step 3 and newbie PTFs are starting at $25+ at step 5. So my question is what exactly does it say in the contract that would help me and all of those in similar situations? I know 100% that there are other offices in the surrounding areas that are also complaining about this. And please don’t ask me to talk to my steward because that man has no care in the world what is going on because he’s on his way out.
 
Northland district rural but I need something from the contract that goes over something like this
Northland doesn't exist anymore. North Dakota Minnesota district. There was a deal in the oil fields that started new PTF/Regs on Table 1/higher steps and is still active.

I keep trying to get someone to help me file for retribution. I went 10 years non career no benefits being treated like crap and now you just walk in and get the golden platter!
 
You do realize PTF make more an hour because they don’t get paid holidays.

Table 2 PTF make 24.42 and hour currently at step 1. Step 5 is 27.11 are you positive they are on step 5?

I'd have to look at their actual Form 50 to try to make sense of it.

$27.11 is the wage for Table 2 PTF employees at step 5, and it takes 4 years to get there. Without an existing MOU and/or a peculiar series of Quality Step Increases, what you express doesn't add up. Details could be missing and/or something is off.

Do you know if any employee of a surrounding office filed a grievance? If so, do you know the outcome of the grievance?

You'll have to talk to a steward/representative after initiating any grievance you may decide to file. Try contacting an ADR, a DR, or the National Office if you're more comfortable with one of those options.

Newly hired PTFs make $24.42. Not sure what you’re talking about.
 
Usps used to do QS(I think it was called?) "Bonuses" for carriers where if they did a really great job they would bump their step one step higher. But that is the only thing I've ever heard as far of skipping step increases

If you're a regular you aren't an hourly employee... You're kind of comparing apples to oranges here... if you're on step 3 and a 40K your hourly would be $25.76 (51,332÷249÷8) ... that isn't even taking into account days where you finish under evaluation and your hourly rate would be higher
 
There are some veterans in my office that supposedly bought back their time in the military to start at a higher step. I never bothered to ask for proof however...because I didn't really care to!
