When our DR found out that 60% of offices never gave, or at least never recorded, safety talks, he called his counterpart--the DM--and persuaded him to revoke all safety-related discipline issued in the offending offices. "If your managers aren't going to instruct the carriers on how to act in such and such a situation, then discipline for acting in such and such a way is unwarranted.".
The DM also agreed to a retroactive addition of 120 minutes of safety talks over the past six months. This is for every office in our district, regardless of whether the office recorded its talks or not. I know, I know, that's less than 5 minutes a week, but DR accepted the half a loaf being offered.
DR assured us (we learned this at the survey training last week) that DM was serious when he said supervision will not forget to do its job in the future. I took that as threat of discipline to managers.
This DM we have is bonkers crazy on safety. Probably because he wants to look good nationally. We have his safety screeds and his self-authored safety pledges hanging at time clocks, on vending machines, and even above the urinals--wherever he tells his minions to hang them--so I feel confident in saying that this dude would have been crazy angry when he saw the evidence his managers weren't doing their jobs.
