J route.. who gets the Saturday?

We're a formula office. One j route and one k route both have Saturday as their relief day. We only have one sub. I was informed today that they’re the sub of record for the k route even though we’re a formula office. Who gets the Saturday? I’m being told that I will no longer receive my day off. I told my supervisor that since we’re a formula office a J route supersedes a K but I was told that was incorrect since the sub is the sub of record on the other route. Am I wrong?

If management is only permitting 1 carrier to have a Saturday relief day, you're the winner, formula office or not. 🥳 🎊

I think youre confusing some things. In a formula office, J routes keep Saturdays as their relief days, while K routes are required to choose relief days by seniority and some will wind up with non-Saturday relief days.

So that’s the formula process which has nothing to do with covering a route when the regular carrier is off/absent.

When a route needs to be covered, we follow the Order of Consideration and if there is only one RCA in a two route office and no one has signed the RDWL, the most junior carrier is forced in, which could be the carrier on the J route. Contact your union rep to discuss. If you don’t know who that is, you can find out here: National Rural Letter Carrier's Association

ETA: just re-read your post. Are you sure you’re a formula office? A formula office is one where K routes are assigned non-Saturday relief days, but your post makes it seem as though the K route still has a Saturday relief day. Or are you asking about when SL/AL is taken on the Saturday?

If you are saying it is a 2 Rural Route office with only 1 K route you should not be formula. If you are the J route and you are junior carrier to the K route carrier, their seniority will get them coverage over you for their relief days. How is you just found out this sub is assigned to the other route or is this a new hire? If is has been a while since they were hire you may be coming up on a chance to put in a 120 day letter.

I’m rereading the originsl post (again!) and I’m thinking it’s NOT a two route office—there’s more than two routes, but after invoking the formula, there’s a J route and there’s a K route both with Saturday relief days (and the other routes have non-Saturday relief days).

ok, according to the implementation guidelines, no other day of the week can have more carriers assigned that as their relief than Saturday—that is, you can’t have two K routes assigned Monday as a relief day while only one K route has a Saturday relief day (Remember, the formula involves reassigning the relief days of K routes only). Saturday relief days have to exceed or equal the assigned relief days of the rest of the week.

My point is, you can’t have zero K routes with a Saturday relief day. There has to be at least one, and no other day of the week can have more than Saturday has.

While a J route carrier cannot be reassigned to a non-Saturday relief day, the Order of Consideration applies when covering a route. if the K route with the Saturday relief day has not signed the RDWL, and is senior to the J route carrier, the J route will be required to work the Saturday. The J route’s relief day does not change and they will be compensated for working their relief day.

ETA: it does not matter* to which route the available RCA is primary for—they would have to work where they are needed according to the Order of Consideration.

*It might matter if the RCA is brand new and not trained on the other route but in that case the RCA needs to be trained on the other route ASAP.

I suggest grieve the issue anyway to eliminate the confusion in addition to keeping everyone honest.

This doesn't keep management from bringing either or both regulars into work on your relief day, but your official "relief day" should be Saturday. 👍

I'm kinda lost. We have 2 new routes in our office due to cuts. We are a non formula office. They assigned non Saturday relief days. So what I'm reading here is that they should have Saturday relief days?

Thinking the same thing.

You most certainly can have 2 Ks on a weekday if a J & 1 K is on Saturday. The Formula restriction is about routes assigned a Relief Day. Both Js & Ks are assigned a Relief Day which is the only qualifier. It doesn’t matter how many Relief Days per Pay Period as that has no bearing on the Formula.
My point is, you can’t have zero K routes with a Saturday relief day. There has to be at least one, and no other day of the week can have more than Saturday has.
You actually can have ZERO K-routes on Saturday if you have J-routes. J-routes count the same as a K-route in the formula. A Resolution was passed recently to try to remedy this very issue.

True

Again, true.

No new RCA can be trained on any other route than their Primary in the 1st 2 Pay Periods of in-office work/training (Art. 9.2.I.2). Mgmt is also not required to work a Relief Day Carrier during those 1st 2 Pay Periods, either, (8.5) as the Newbie would only be able to deliver parcels if not on their Primary.

By default, all regular rural routes in a non-formulated office have a Saturday relief day unless the carrier and management mutually agree to a non-saturday relief day. The note in the red box below excerpted from POM §651.1 applies to non-formula offices.

@MailLadyProblems, does your office only have 2 routes in total and only 1 leave replacement?

I'm curious to see how the resolution could overcome the "unnecessary overtime" argument.

Perhaps they'd craft a "Saturday relief day wait list" and put a term limit on how long any particular route can retain a Saturday relief day. 🤷‍♂️

I don't know what the resolution was, so I may be way off base.

The passed Resolution as I read it is to change the Formula to a 2 Js = 1 K ratio.
The Current Formula calculation assumes all Js have the same Saturday off. It doesn’t differentiate the rotation factor.
