2 unrelated questions

I have 2 unrelated questions.  We have a new supervisor who has changed the way RCA’s are scheduled.  We have 11 rural routes and she says our office is too small to use the matrix and therefore scheduling is done on the  basis of RCA seniority.  I am #2 on the matrix for a particular route whose regular sub had an accident and was out 2 weeks pending driver re-education.  The regular took off 5 days and I only got scheduled 2 of those days when the most senior RCA was already assigned elsewhere.  Is there a such thing as a non formula office?

the other question is about consecutive days worked.  Last year the PM said he couldn’t force RCAs to work 7 consecutive days and this year he demands every day .. is there any rule regarding consecutive days worked?

Your new supervisor is on a power trip making up the rules because they are lazy, or playing favorites.  Immediately tell them tomorrow that you are grieving this immediately, WITH A MAKE WHOLE clause for every day the matrix wasn't followed.  You will be paid for every day you, AND others should have that you didn't work.  Do NOT back down, as this new directive is not only ludicrous, but against the contract.  Be polite, but firm.  I imagine it will cease immediately.  Call your steward, and the district steward, and the state steward, and as up far up  the food chain as you have to.  When a new supervisor rolls in, and immediately stars making up their own rules, and fails to follow contracts you are in for a bumpy ride.  You need to get rid of the potholes right now, or it will only get worse.

They already owe me for 2 instances where I was called the night before to do a route and when I arrived the PM runs outside and tells me he made a mistake and that the regular wasn’t off

File and smile.

2 hour minimum for showing up.

As for the matrix, 2 routes or 200,  the matrix is there for a reason.

Article 30.2.D sets the rules for scheduling RCA not management. First thing it says is assignment list "aka Matrix"  will be posted in EACH office

Show manager the contact article ........... say  I'm asking to be paid for being passed over for work. If they say sorry I'm not paying you. Then ask for a form 8191 and tell them I'm initiating a grievance on this issue......         Fill out parts 1, 2, and 3 and contact the steward responsible for your office............

D. Unavailability of a Leave Replacement
1. A leave replacement assignment list showing the primary
leave replacements assigned to each route and
the second and third leave replacements to be utilized
on each route, if any, will be posted in each office.
Qualified substitutes, rural carrier associates, and rural
carrier relief employees will be designated as the second
and third leave replacements for each route
based on the longest period of continuous service in
the office. In no instance will these employees be
shown as leave replacements on more than three
routes on the assignment list.

lindseyrca -- "she [ PM ] says our office is too small to use the matrix and therefore scheduling is done on the  basis of RCA seniority."

--  Be polite and ask the PM for the reference that an office is too small to use the matrix.  Maybe the PM will have it available when the ADR or DR shows up at the office.

--  If your office does not have a matrix, smile and file a grievance.

--  From the Matrix Quick Reference Checklist:

1)  The matrix was introduced in the 95-99 agreement.

2)  At that time every office created the matrix.....

--  From the Q&A on the matrix:

3)  The matrix must be posted in each office.

" Is there a such thing as a non formula office?"

--  Sure.   All offices are a "non-formula" office until they become a "formula" office.

"is there any rule regarding consecutive days worked? "

--  It varies from state to state.  Some do, some don't.  Check with your local employment/unemployment office.   Besides manglement will say state labor laws don't apply to the USPS.

"They already owe me for 2 instances where I was called the night before to do a route and when I arrived the PM runs outside and tells me he made a mistake and that the regular wasn’t off "

--  Page 4 of the contract:   Any employee scheduled to work and who does report for work shall be guaranteed two ( 2 ) hours work or pay.

--  The tricky part is getting the schedule showing you were on it to work -- before manglement can make a change.   Should be easy to tell if there had been an erasure or white-out applied to the schedule.
