Can a grievance be filed against an abusive PM? Yelling at and Downgrading carriers in front of other employees? I have witnessed this and it's very unpleasant and unprofessional. I talk back, but not everyone does, most likely afraid of repercussions. Sub just walked out this week, I completely understand, but it should not have come to this.

Solution
Absolutely, it's called hostile work environment grievance, and it can be made class action if others (even just ONE other) would step forward and echo your complaints (often they are afraid of standing alone, but will complain under the "shelter" of a herd or group). IF class action, those other 'sheep' don't have to personally risk the retaliation. A union rep will collect confidential statements from all who grieve, and there will be witness type verbal and written interviews for all involved to gather the story. So all who have issues can get their 2 cents in. And as Morty said, they may send in an EAP team to investigate, again taking interviews (EAP is a management response to the report of a problem environment). At least...
Sure. But it takes a lot of them for action. I have close to a dozen and 3 "interventions" with the EAP specialist.

The issue is that treating us 1 step higher than feeder cattle is only enforceable by an Mou. So not technically a contract violation.

You can review publication 552, 553. Try to find violations in the handling of situations. You will have more "contractual rights" if you find management miss handled situations according to their own handbooks.

It's on you to report abuse. An email to the Mpoo is preferable, as an EEO case can easily request it and proof that you did the right thing. Create searchable paper trails for oig, postal inspectors to find.

Thanks, I don't trust our inner office union rep, that's why I asked on this forum. The last time I asked about filing a particular grievance in front of the PM, our union rep replied " do you really want to tie up 6 months for the investigation? "...wow, she's not a great representative, her only concern is brown nosing the PM, in my opinion

Please let your DR know this information. Her job is to protect the contract and represent you.

At least you will get the attention of the higher level managers at your district, so PM may watch their step for a while! Stay on it, don't just give up and say nothing will change. Because nothing will change if you drop it.

Thank you, I will be sharing this information with my coworkers. I felt like we should be able to do something, just no help from the Union rep in our office.

The problem is after all is said and done, he will most likely get a promotion and be moved to another office.
