Arperson72 -- "[Can a ] Regular rural carrier be disciplined if they are on non pay status?"

-- Asking for a friend?

-- Afraid so, especially if that regular rural carrier has been placed on Emergency Placement ( ELM's Section 651.4 ) in Off-Duty Status. That is the proverbial tip of the ice berg as EP may be due to:

a. exhibits characteristics of impairment due to alcohol, drugs, or other intoxicant;
b. fails to observe safety rules;
c. fails to obey a direct order;
d. provides reason to be deemed potentially injurious to self or other; or
e. disrupts day-to-day postal operations in any other way.

-- Some type of discipline will surely follow if put on EP for any of the above.

🤔🤔🤔…how many of these do I meet??😈😳

I was sent home last year because they said they didn’t have work for my restrictions.
ok, so you've been on LWOP while you recover from a non-work related injury?

You really need to speak with your union rep. We can only guess here as to what your circumstances are if you don't share details, and even if you do share details, we're only offering our (sometimes ill-informed) opinions on your issues. Talk to your union rep.

Just don't ignore the PM. Be honest. Do you have a connection to union? Relax it can take forever for the pus to build. Machine drops a lot of cogs. Ever speak to the USPS nurses?
