Changes in mini survey in my office

So I'm curious if my office has been counting wrong for years or if they just decided to change it up. seems like they changed things up.

Some one counts raw (letter and flats) for you. And we are told that's the count.

DPS we are allowed to do the upside downs and any mark ups. Only DPS mail can be used for mark ups, etc. No mark ups for flats or anything in the raw count or even bundles of flats. They said it was counted once and cannot but used again for mark ups. Newspapers which are dropped off from the local company cannot be counted which was always before. Every day we show up (so far 3 days) I have a rubber band group of letters with my route on it and they say it was already ran through the machine at the plant so they can't be counted.

Just curious to what is happening in other office or what you guys think of this.
 
The mark up credit is based upon total volume. From The RRECS Guide ;

19. Markup

S027‐Process Markups is applied to each bundle of mail marked up at 0.4233 minutes or
25.4 seconds per bundle. The weekly number of bundles processed is based on mail
volume. Each day the total volume of mail is multiplied by 0.00147 and rounded to the
next highest whole number. For example, if a route received 2000 total pieces of mail,
the system multiplies by 0.00147 and credits 3 bundles marked up on that day (2000 X
.00147= 2.94‐rounded to 3). The weekly average bundles marked up is determined over
52 weeks.

The rubber banded letters are not dps and you still have to work them. I can't help the plant or whoever already counts them but when I get them in my hands it's raw and raw is credits differently.
