Contract route added to Aux route, no mail count. Where do they come up with an 'evaluation'?

Can they just adjust my route whenever they feel like it, pull numbers out of their... to come up with an evaluation?
When they added the contract route with my aux. route, my PM said the route would be 7hrs. but she thinks I will be able to do it in less and we will probably have to do a mail count.  So I receive my Notification of Personnel Action form in the mail with all the new route info. that says 42hrs.  After about 2 months I notice my Rural Carrier Trip Report 4240, timesheet with all the route info, says 39hrs. It said 42 before. I ask her when/why was this changed?  (The start/end times were still the same LOL)  She acts clueless, calls someone and comes back to me with some nonsense about a 30min. lunch break.  Then after i told her that is the stupidest thing I've ever heard, am i paid for lunch now if it's in my evaluation?, she came back with something about mailboxes in a trailer court converted into CBU.  Well that would at least make some sense.  So after she tells me they aren't going to do a mail count, i ask for the data from the last time the contract route and aux. route were counted.  She doesn't have it, because contract routes are not counted the same way and for only 6 days???
I suppose my first question should've been, do i have any 'right' to question how i am being paid and for what?  I am just an RCA, signed on to aux. route but #1 priority sub for regular route.  If a contract route is taken back or converted to aux. shouldn't it be counted the same way we count aux. and regular routes?
I received a new Notification of Personnel Action a couple days ago, should say 39hrs like my Trip Report sheet, right? Nope, says 40hrs. still not 'right'.
Very frustrating, should i just keep my mouth shut?
Thanks, i just need a little advice.

--  I'd say that the paper work for contract counts is still considered "official documents", so if the PM can not produce any, ask the ADR if a grievance would be in order.

--  If your route was officially pegged at 39 hours, then that would fall in to the unofficial "substandard" category and Salary Protection should have come into play.  F-21 ( Time and Attendance handbook ), Section 568.  Something else for the ADR to look into.
