Force a Route Remeasurement?

Can I force the office to do a route remeasurement? I know the manual says that a remeasurement can be requested by management or the carrier. However, I have requested 2 or 3 times and each time it gets blown off.

Backstory:

Route was remeasured last April around the time many people had it done. My office was generous, and since no one in management knows anything about the routes, and they had me drive the "calibrated" vehicle while the APO PM rode along and kept notes. I was paid a full day.
Anyways, the method that was used was completely BS. We drove the route, she confirmed boxes and roads, and a TOTAL ROUTE measurement was taken. Every individual line measurement was ignored.
I lost 5 miles and when we returned the trip odometer read 115.5 miles. This vehicle didn't have a 2nd decimal spot. I find out a few months later that I was being paid for EMA 115 Miles and not 116. When we questioned why, the people at HQ said the route was input at 115.50 and that doesn't round up in their system. What BS.

Further issue is that the APO PM simply made up distances on each line to get to the final number and many lines are blatantly wrong. Now today I find out that a line hadn't been deleted that should have been(before the remeasurement) and now it has been subtracted and the route is now 115.10.
All of this is BS because when we did the remeasurement, that road and its 0.4 miles, weren't driven anyways and it still equalled 115.5. The RMPO PM doesn't know what to do and the APO PM has moved on to greener pastures. The route needs remeasurement but no one is willing to do it.
 
Solution
Be thourough. Request in writing, round date, request in person. I would not wait to grieve, it preserves your ask date.

Ride along is on your time/day off. Find a mile marker and measure for accuracy. Do not accept a refusal. If it takes 15 miles to find one, so be it. Have your own notes. Every stop, record what is on the machine to the thousandth. 115 miles should take 5-6 hours. So start early in the morning. Don't cut corners around winding roads. Start at your starting point, end at your end point. All u turns, y turns, and reversals should be done accurately with no corners cut. If you're allowed to drive, overcompensate. Do not drive in the middle of the road.

I had 4 measurements in 1 year. All required a grievance.
Put it in writing . round date it . Put in your 4240 note to self. If nothing happens in 14 days. Finish what you started by filing grievance. It will show the machine you mean business. It's should be basic. Hardest thing should be finding a true calibrated vehicle. You can ride along off the clock. Good luck I feel we give enough nickel s and dimes away. It all counts

Wonder if Covid has changed the ride along deal.... hence maybe the remeasurements procedure altogether.... js.... ?‍♂️ :unsure: might wanna call and discuss with ADR....

Solution
As someone who has had some up close and personal experience with this covid-delay safety protocol, be prepared to wait..... and wait..... and wait some more to get anything to happen on a remeasurement; grievance should make them respond, but it will be more of the same.... wait, wait wait....like the meme of the skeleton sitting at the case "waiting to make regular". They have not approved any riding together in one vehicle for measurements, and insist on two management personnel to complete a measurement; you as the carrier may participate "on your own time" meaning in a non-paid status; again, can't go in the same vehicle, and good luck getting the damn gps unit to your office to get it done in this decade.

-- Article 30.1.E. Route Remeasurement

- Rural routes SHALL be remeasured upon the request of the rural carrier or when the Employer determines if necessary. The rural carrier assigned to the route has the RIGHT to be present in a non-pay status of the remeasurement.

-- M-38..

- Section 612 - Remeasurements.

- Existing rural routes WILL BE remeasured when:

d. It is REQUESTED by the rural carrier ( Step 4 ( R-144 ) cites Chapter 6 of the M-38 )

- Section 621 - Measurement and Remeasurement.

- The postmaster or designee WILL remeasure the rural route using a measuring device tested for accuracy. If an odometer is used, drive the vehicle over a known distance to prove the accuracy of the odometer. Do not make the measurement with the carrier while serving the route. Start and end the measurement at the authorized loading and unloading area of the route. The roads must be traveled by the most direct line practical without pulling in and out to service mail boxes. ( beware of the "certified" scanner if used to measure the distance as many carriers had the route mileage decrease when a scanner was used )

- Section 443.4 - Completing Form 4003. ( in part )

- d. Enter the EXACT mileage for each line of travel. State distance in MILES and TWO DECIMALS; e.g. 5.20, .10, 1.50.

-- Might try a grievance, citing the M-38 calls for TWO DECIMALS and since the vehicle odometer only has ONE DECIMAL, it does not meet "standard" set by the M-38. Falsifying an official document??

-- To toss a little gas on the fire, ask about those l-o-n-g driveways you have to drive up and down to deliver large parcels. How does that distance figure in?

Thanks for all the advise everyone. One thing of note, regarding COVID ride along restrictions, we just had in the last month or two all routes inspected with a ride along in the same vehicle.
I thought there were messages sent out forbidding in same vehicle ridealongs.... our Inspections were with a following vehicle.... :unsure:
