Forced to end EOS

Busy cleaning my assigned route for the day and closer came to instruct me to clock out and leave. As the primary rca, do I have any specifics to stand on? Tried to explain we are rural and are not beholden to city's 5 minute rule but she wasn't having it. 4240 states end is 22:14 as well, but still ordered out.
 
Solution
In addition to what I posted above which entitles you to AT LEAST the evaluated time of the route , there is this which entitles the regular carrier(s) assigned to the route(s) which you serve a full day of relief.


There is also a benchmark citation ( attached )

The " separating on the street " thing is NOT a requirement. You are allowed and permitted to go through all that you brought back and separate / cull through and organize into the appropriate categories. You file on that particular issue as well as management prohibiting you from completing your duties as outlined in The 603 as well as SEVERAL other citations regarding...

There is no 5 minute rule for city. Your city carriers need to grieve that. The 603 lays out your duties when you return, it takes what it takes.

Not sure what you mean by "cleaning." If you were sweeping floors or wiping counters or doing stuff like that, that's custodian/maintenance work, and not included in EOS.

Assembling my utf, ia, 3m, and the trays used for the day away. Typical EOS. All of it, including the certified and signature items, were left at the case in whatever place to hand over my 4240 as i was explicitly ordered to clock out.

O. Leave Replacement Working Evaluated Hours
When a substitute, rural carrier associate, or rural carrier relief
employee assigned to a route is working the route as a leave-
replacement or serving full time on a vacant route, or where
the carrier is on extended leave, the employee is entitled to
work at least the evaluated hours of the assigned route and
then may be replaced to avoid payment of overtime or addi-
tional overtime. A part-time flexible rural carrier is only enti-
tled, on a weekly basis, to a combination of leave and
evaluated hours equal to the total of one day’s evaluation of
each of the assigned primary routes. A part-time flexible rural
carrier may not use leave to generate overtime.

Replaced would imply someone finished all the duties. I was told to stop and leave with no one to finish. This morning the work was left to the regular for the route.

EOS is route volume only captured during that specific time of the day. It cannot be captured any other time. If for example they forced you to skip it every single day your standard hours in the next evaluation would suffer.

and other terms and conditions of employment as defined in
Section 8(d) of the National Labor Relations Act which violate
the terms of this Agreement or are otherwise inconsistent with

I start at 800. 4240 says arrive at 800, depart is listed as 1250, office as 2206 and end as 2216. peak would of course obscure keeping to these times.

They took me in today for unrelated issue and I brought it up, they stated I should be separating all mail on the street and the depositing should take 5 minutes upon return.

Why in heavens name has no one filed on a route adjustment and auxiliary assistance on that route? It pretty much kills any mgmt order with the hours of evaluation.
The list of excuses and circumstances are themselves a whole tale. New PM has taken over and plans on doing something come spring mms, even heard he is activating units to try and bring the route up. Took a few years for a reg to be assigned, and he is not performing any rrecs or other duties so the route will now go down so it maaaay balance out.

I'd file a grievance and if I were the regular carrier who wound up doing that work the next day, I'd file, too. Good luck.

ETA: remedy to request would be 8127 time for the EOS shift duties that were not performed and that management will abide by the national agreement regarding EOS duties.

dang 14hrs route daily.. you got a beast route.

hell no im not separating my mail on the street thats hazard. would love to tell them safety starts with me.
