Home office vs other office

Thanks everyone! I appreciate all the input. And thanks Dear Smearer for the letter. That does help, but as others have said, doesn't really cover the instance of the regular carrier having an emergency/sick/etc. Ultimately, I guess, it's up to the PM's to sort it out.......and in my case, the home office got shafted this time. So they may think twice about loaning me out on a Tuesday after a holiday next time!

Deer smearer -- The Smith / Baker letter is a good find. Thanx.

-- Most likely there will be a "we mutually agree that no national interpretive issue is fairly represented in this case." ( or words to that effect. )

-- Considering it came out in 1999 -- long before the contract condoned "loaning" of RCA's -- the only real hang-up is that it did not address "unscheduled leave" or other circumstance.

-- Step 4 ( M-84 ) may provide some additional guidelines. In part:

- When the primary leave replacement is not available [ loaned out? ], management may assign a part-time flexible ( PTF ) before using the second or third employee on the matrix. And it goes down the line of "acceptable" postal personnel who could be used before assigning a regular carrier.

-- Probably best left to the PM's to hammer out. ( that's why they get the big bucks )

I think our fearless leaders would say there is no national interpretive on what a nation interpretive is and then spend a decade debating that.

Yes, I'm still sticking with my original answer. As I said, the regular carrier may be out of luck if they decide they want AL even though their RCA has been scheduled somewhere else. But PM's really don't want to set themselves up for not being able to borrow in the future.
