How to bid to change my primary route as an RCA?

Sups posted a paper with all the vacant routes for RCAs to bid for as their primary, but I was wondering how would I go about it? I looked on Lite Blue where the normal bids would be but didn't see anything.

Check matrix in the resources on this site. Matrix movement is "in office" and available to the most senior Rca's first. Movement is allowed any time there are changes made in the regular ranks or sub ranks such as moving up getting fired or quitting. This matrix list is handled by the office manager. Talk to him about any changes you would like to make.

The experts will correct me if I am wrong, but as I understand it you only have 14 days, from the date the primary officially vacates that position, to notify the PM you would like to change your primary and if the person in the second position wants to be the primary on that particular route you can't leap frog them or "BUMP" them

There’s no timeframe for notifying mgmt of a RCAs desire to change when a Primary position BECOMES available. It should be done ASAP, though. Primary positions are only considered available when a route is vacant because an RCA is fired or quits, the route changes from J to K or K to J, or the carrier is expected to be on extended leave for over 30 days. A route without a primary after it was offered up is an unassigned primary position & goes into the register for new RCA Placement. It cannot be offered up again except by these rules listed.
Seniority rules the Primary positions that become available. Only a Secondary vacancy is offered to the Tertiary RCA prior to seniority when mgmt chooses to offer up 2nds & 3rds matrix changes.

Article 30.2.E.1- Filling a Leave Replacement Vacancy

This basically says that at the time of a Vacancy, mgmt may add it to the PTF String or it shall be offered to the RCAs AT THE TIME OF THE Initial Vacancy by Seniority.
