Management requiring us to be out of office in 3 hours.

On Monday management told us 3 hours in the office or take your dps to the street. On Tuesday I informed them of the recent step 4 addressing the issue. They said they have it yet continue to instruct us to be out in 3 hours. Mondays are the exception. What now?
 
There is quite a bit more than a recent Step 4 on this issue. If there is a steward in your office , he / she should have IMMEDIATELY put a halt to this "mandate" . If not, you go ahead and file on this issue which many before you have done with the result(s) being the same. I myself would request a monetary penalty due to management REPEATEDLY ignoring, disregarding and failing to abide by the MANY citations , Step 4s, etc. You'll prevail.

-- Throw the BS flag. And politely remind manglement that you are rural carriers, not city carriers.

-- If you don't have an office steward, contact your Assistant District Representative ( ADR ) asap!

-- What is your "leave to the street" time on the 4240.

-- Politely ask manglement to put the order in writing, sign it, and give every carrier a copy. That sometimes will get inane orders to go away, sometimes not.

-- "pume" -- that is probably the "POOM" or Piece Of Offensive Manure! Technically it is: Post Office Operations Manager. Someone in a high pay grade at District.

-- Play the game and get out of the office in 3 hours -- no matter if parcels have not been thrown, the Hot Case is not ready, or if the DPS truck is late. Be thorough and methodical while dealing with DPS on the street. You can do things by the book, but manglement doesn't really care about the "book" or the contract.

-- Now things could get really interesting if manglement say "wait" for whatever. You can come back with: Make up your mind! Hit the streets in 3 hours or wait. Which is it? ( or not! )

-- Taking DPS to the street takes time to learn, trust me, but it can be done. We had POV carriers do it. Although starting to do it during the Christmas Crunch Time is not really the best time -- not that manglement really cares.

-- And if manglement says to leave before EOS duties have been completed, walk out and leave everything thing at your case, including the parcel buggy. If the Accountable Clerk is not available and you have accountables to turn in, and manglement won't sign the 3821 and take them, lock them up in your locker for the next day.

-- A tip of the hat to "neciat" for the documentation. Be sure to print out the Galligan letter ( AKA Step 4 ( C-14 )) from 2003 to show manglement when they complain you are taking too long on the street. Be sure to ask manglement to show you how improve your time on the street. ( no doubt they were exceptional carriers back in their day -- NOT! )

-- You have to remember manglement has the right to mis-manage and they seem to take every opportunity to do so.

-- Ask manglement for USPS Form 8191 ( the grievance form ). Should manglement indicated they don't seem have any on hand, well that's another grievance! Cite section 142.3 of the PO-603 -- Rural Carrier Duties and Responsibilities -- ( hopefully manglement knows what that is -- every carrier should have one at their case )

-- And also remember: This to shall pass!

just leave all your packages behind and take the dps to the street when they call everyone in the next day for the packages failing say you told us to get out of the office and take the dps to the street and they will stop spewing that BS.

My time sheet shows start time and time to leave office. I use that as reference for when i need to be loading vehicle.
