So, to get a Ptf, you need at least two k routes without a sub of record who file 120 Letters demanding that a sub be assigned

You do need “at least two k routes without a sub of record” to fulfill the two route assignment for a PTF but both are NOT required to file to force management to create a PTF position, only one.
