when a sub finishes their own route and is told to go help on another route is there a two hour minimum to be paid or is it just actual time spent helping on the 2nd route?

-- I'd go with actual time since you were already at the post office, so you didn't have to be called in.
-- Page 4 of the current contract. Section 4 -- Guarantees. Any employee scheduled to work and who does report to work shall be guaranteed two ( 2 ) hours of work or pay. IMHO -- does not apply here.

Actual time for any assistance when you're already scheduled & worked another route. We are guaranteed 2 hrs 'show-up' pay for each day, not each route.
