PTF hold down

Our office has 5 ptf positions and roughly 20 rcas. The ptfs are assigned to 3 routes. Management is telling the ptfs that they cannot have a hold down on a route only the rcas. Is this true?
I cannot find this info anywhere in the contract.

Article 30, Implementation Guidelines, & the Wilson Clarification Letter (11/9/00).
These 3 items have the rules that govern the PTF position. You will not find any info on “hold-downs” where PTFs are concerned. It simply states that a PTF is guaranteed the total evaluation of the assigned routes. If one of the routes becomes a “hold down”, mgmt can leave it on the string. Mgmt can also change the routes on that string at any time, too. If mgmt wants to remove a “vacant” route from the string so that an RCA can hold the route, mgmt can do that. BUT... nothing says that they have to.

They can skip the PTF to have an RCA hold it down if it’s not on their string of routes. PTFs are already earning leave anyways.
 
ACTUALLY... there’s nothing that stops mgmt from scheduling a PTF on a “hold-down” every single day. There is nothing in the contract nor implementation rules that say mgmt has to schedule a PTF on their string routes either so mgmt COULD schedule them on a Vacant/injured/sick/204b route every day if they so choose.
The ONLY requirement for mgmt as to scheduling for PTFs is that they MUST be scheduled a minimum of the COMBINED HOURS of the PTF‘s string & that mgmt cannot use a PTF to bump an RCA from their Primary route.
