PTF vs. RCA

If our office of 16 routes has only RCA's and no PTF's can they hire a PTF? If so, can that NEW PTF take a route that would be up for bid ahead of the RCA's that have anywhere from 6 to 10 years seniority and have been waiting all those years to become regular?

Hire? As in transfer in as a ptf created and slotted to a different finance number? Or created in house?

It's just a question that I am curious about. It seems like a PTF might move ahead of the RCA's and become regular. I know nothing about PTF's since we do not have any.

If ALL avenues of hiring have been exhausted or just getting difficult & carriers have 120-day letters needing subs, mgmt can create a PTF position.

The PTF position is posted, bid on, & awarded like a route posting but ONLY for subs. The winning bid will be primary on 2-4 routes typically, works all Sunday Amazons (if applicable), cannot be assigned to an aux nor a "hold-down". A PTF cannot say NO to becoming Regular, they MUST advance prior to any RCA no matter the seniority. If a route does NOT have a sub on the matrix, a PTF gets preferential if they aren't working a route already.

If there are multiple PTFs, then seniority in bidding will come to play for them only. The position sucks since the pay can be less but it is a career position with benefits.

All -- To add to "gotstamps" posting - PTF's are only assigned to K-routes ( a min of 2 and a max of 5 -- depending on relief days ).

I dont think a PTF is "hired" but is more like adding a new career position to the office. Think of it like a new route going up for bid but without physically having a route. PTFs are always given the first available route when one comes up. When a PTF is given a route management has the option of either putting the PTF position back up for bid again or eliminating the position. You can only have PTFs in formula offices and they must be assigned to K routes.

Management can also create PTF positions at their own discretion. If an office has many stations and suddenly one station has a bunch of subs quit or make regular management can create a PTF in that office to force an RCA to move to that station.

As far as a PTF transferring into another office with seniority I am not sure its possible unless the other office has a PTF that wants a mutual transfer or something like that.

LouSainus -- " PTF that wants a mutual transfer"

-- Since the wording on page 29 of the new contract specifies "regular rural carriers" in regards to a "mutual transfer", doubt if PTF's can do a mutual transfer.

-- The Mutual Exchange Request Form includes "The following regular rural carriers request a mutual exchange of their respective offices in accordance with Article 12.4.A.3.

-- And in a mutual transfer, the two ( or more individuals ) don't actually swap routes. They get what ever route is left over when the bidding dust settles.
