RCA bidding for a vacant route

We have an RCA that has been serving on a vacant route for 5 months now. He was hired on October 28, 2017. The PM said that since he has served on it for more than 90 days he is eligible to bid on it. True or false?

--  You can do everyone a service, including that RCA, by showing the PM page 25 of the contract.  Local Posting and Bidding of Regular Rural Routes.

Post the vacancy at the vacancy post office, including stations and branches, for all regular rural carriers, substitute rural carriers, and <strong>rural carrier associates (RCAs) with one ( 1 ) year of continuous service as an RCA.</strong>

--  The PM might try to let the one-year of continuous service slide, but will end up with a lot of unnecessary paper work by letting an ineligible RCA bid on a regular rural route.

The system, when you log into liteblue, won't let the RCA bid anyway if he is under 1 year of employment. When he tries to will show up as "ineligible" I know this from personal experience.

That is absolutely correct. "Ineligible".. It ain't gonna happen.

There is a manual write-in bid method but I don't think it'll fly either.

I thought its 90 days or 1 one to be released from the probation period? If he has been on it for 5 months I bet he is past his 90 working days. If he is that new his chance of getting the route is very low unless everyone quit and he is high enough senior somehow.

LouSainus -- "I thought its 90 days or 1 one to be released from the probation period? "

--  That's correct.  Page 47 of the contract:  The probationary period for a rural carrier associate shall be 90 days actually worked or one calendar year, which ever comes first.

--  Unfortunately, page 25 of the contract is specific regarding route bidding:  RCA's with one ( 1 ) year of continuous service as an RCA [ nothing about completing the probationary period. ]

"<span style="background-color: inherit">If he is that new his chance of getting the route is very low unless everyone quit and he is high enough senior somehow."</span>

--  Even if everyone did quit [ such as might happen at the Jamaica, NY  ( "lazy carriers" ) post office ], all the positions would be filled from outside the office before the unfortunate RCA had a year of continuous service.

--  On the plus side, completing the probationary period would get the RCA union representation as well as the ability to transfer to another office.
