can a postmaster just switch around the subs for every route without letting the rca's pick which route they want to be on?

If theat PM wants multiple grievances.  NO postmaster can rearrange the leave replacement matrix or primary assignments at will.

does the postmaster have to ask each RCA which route he or she wants to be assigned to?  </blockquote>
Yes.

And they cannot be bumped off their route if a senior sub wants that route.

They offer open routes  by seniority.

The PM tried to pull that on me recently. I didn't refuse but did inform them that I definitely would file a grievance.

PM change mind and it didn't happen! <img title="Laugh" alt="Laugh" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-laugh.gif" />

There are a lot of things that happen with the matrix that are not allowed, takes away work from other rca's, places "favorites" on preferred routes, etc, etc, etc. The matrix is not supposed to be "open" for movement unless the manager opens it up for movement, due to a substantial change on routes or openings due to rca's becoming regular or quitting (rarely done like that in most offices). When the matrix is open for movement, only "qualified" Rca's may choose open spots on the matrix according to seniority. "Qualified" means that Rca that wants to move has worked on the route (that he will choose) at least one hour in the past. Any open slot on the matrix is open to other qualified rca's ,but the rca's in the third slots are allowed to move up  to the 2nd slot first. Primary rca's can never be moved unless they are the senior choice of an open primary slot within 30 days of its opening.  Most of this information can be found on M-83.50 "questions and answers on the matrix", M38 "setting up the matrix" formula and non formula offices, and article 30.2.A.2 of our contract. With all that said, a manager may never move an rca to another slot on the matrix unless that rca is not "cutting the mustard" on one route and may be better on another (proof is required). In the instance that a new rca doesn't make choices for his matrix slots the manager may "place" him in open slots that are the most helpful to the office.

You only have to be physically be able to work for selecting a primary. No previous training or utilization on the route is required.
