recalculation of formula time line

Unfortunately My question was closed before I got an answer
can anyone tell me what the time limit is to recalculate a formula after a qualifying event not involving adding a Saturday relief day?

The following circumstances require recalculation of the formula to determine if carriers with non-Saturday relief days much be offered the opportunity to return to a Saturday relief day, or if management may assign additional non-Saturday relief days:

• A change in the number of regular routes authorized a relief day in the office.
• A change in the number of auxiliary routes in the office.
• A change in the number of available leave replacements in the office.

If the formula recalculation results in the availability of additional Saturday relief days, the reassignment back to Saturday must be completed within 30 days. If the formula recalculation results in additional non-Saturday relief days, management may reassign these days...

Thank you. Can someone explain the incentive to choose a weekday to me? The wording in the contract where it states the allowing of the routes evaluation to increase to 53 to 55 confuses me I'd feel less confused if it said from 53 to 55. I'm at a 44k now and there is alot of new construction. It also says it can be adjusted below those hours under certain conditions. Doesn't that take away the incentive?
Please help me understand I'm feeling Lost.

-- The "incentive" would be to allow a carrier who "voluntarily" choses a TUE-WED-THUR relief day to have the route grow to a 44k ( 52:12 to 53:23 standard hours ) up to a 46K ( 54:36 to 55:47 standard hours ) on the Table of Evaluated hours for regular rural routes.

-- With "lot of new construction" on your route, that could lead to a need to cut your route due to increasing into the 47K / 48K standard hours category. Note the: "* Normally, these categories should only be used as interim classifications pending route adjustments." under the table in Article 9.2.C.6.a.

-- The cut could be back to a 43K ( or lower )! But with growth potential, the route would be allowed to increase back up to as much as a 46K.

-- Don't feel "lost" as anyone who delves into the contract may feel confused and / or lost in the way it is worded.
 
Be sure to understand that the incentive applies to those that voluntarily chooses a Tuesday, Wednesday, or Thursday; not to one that is assigned a Tuesday, Wednesday or Thursday. The incentive comes in when it becomes necessary to adjust the route due to becoming overburdened (47 - 48K). If one chose the Tuesday, Wednesday, or Thursday (in order to get the incentive) the route will be adjusted down to between the 53 to 55 standard hours, approx 44 -46K evaluated hours. The certain conditions refer to operational issues such as an adjustment that would have you deadheading miles to pick up a few extra boxes just to keep you in that 53 - 55 range. That wouldn't make sense cost wise operationally.
Usually, this is done during the initial implementation of the formula. Once an office has been "formulated", its rare to have a large enough change in the formula to create enough opening to have choices

We are a 3 route formula office with no relief carriers
We have 1 new hire in acadamy and 1 rca who wants to transfer here
When I did the recalculation formula adding 2 rcas It did not allow for 2 saturdays correct?
2-0/3-.10x3=1.7 round down to 1 for saturday correct?
I have a saturday relief day and with the new rcas starting the formula can be recalculated and I want to voluntarily give up my saturday in exchange for Thursday
would I have to wait for the new calculation or can I ask the PM if he can recalculate any time?

Keep in mind, once the assignment of non-Saturday relief days is done, wiping the slate clean and starting over should not happen. There are circumstances that allow certain changes; such as a recalculation of the formula which allows more or less Saturday relief days. If less Saturday relief days are called for, management should decide which days to make available as relief days, then by seniority ask for volunteers to change their relief day. If no volunteers, they can appoint by juniority. If more Saturday relief days are allowed, they are offered by seniority. If a recalculation reveals that there is no change in the number of non-Saturday relief days, no changes are necessary. There is no bumping anyone off of their assigned relief day.

Im the only person who reads the contract in the office. the PM thought that the senior only needed to file a grievance and she would get the saturday. as far as i can see the contract wasnt violated so i dont know if that statement is true. he said he was told that by a district rep who knows how many decades ago.

Either way Im not attached to the Saturday and ive never had a saturday off anyway I would just rather be proactive and hopefully get the day I prefer with the incentive and keep the peace

You are correct. There is no violation.
Keyword is “MAY“. Mgmt is not REQUIRED to remove Saturdays nor are they required to reassign a new Regular to a Non-Sat & give the Saturday to a Senior. They can only be required to ADD Saturdays since the Formula seeks to find the Maximum # of NON-Saturdays. This means that there is NO Minimum # of Non-Sats.
When a New Sub has completed there route training, mgmt is to recalculate & implement the addition of a Saturday within 30 days. There is a violation if mgmt does not add Sats due being over the Maximum # of Nons.
If a Sub quits, mgmt MAY reassign a Saturday to a Non-Sat if the Formula calls for it BUT it is not a requirement since the Maximum # of Nons is not met.
