We had our pre count conference today and were told that every route was being counted except the one in the RMPO. No reason was given but it was one of the routes in the engineered study for that last couple years. I don't believe this is a coincidence. Anybody else notice something like this? Study routes being allowed to opt out?

probably letting them opt out because they already know how much they would gain due to increase in volume since last count.
If they were carrying less volume, they would make them count.
If they were carrying less volume, they would make them count.

Doesn't seem quite fair but mgmt has the right to deny any opt-out without explanation. Guessing that carrier already filed their opt-out request & mgmt agreed.
