Senior carrier vs newest carrier

 Can a senior carrier take a new carrier sub if there's does not show up for work ie sick or out on medical?

Subs don't work for the carriers, they work for the PO. The matrix has to be followed. There is no bumping and the primary sub can not be replaced because the regular wants it to happen.
