kjm -- "management moved me into PTF position on Sept 1st however I still do not have form 50 in liteblue....is this correct?"

-- Let's hope so! Just be sure manglement is entering work hours properly.

"Or am I technically still a RCA?"

-- One way to look at the situation is that as a PTF, you are basically an RCA serving in a "career position". Could be long-term or could be short-term.

-- If the minimum of 2-K routes no longer exists, you go back into the ranks of non-leave earning RCA's.

-- PTF's can be utilized just about anywhere manglement sees fit, so it is not that much different from being a "regular" RCA, except you are earning leave while a PTF. And if a regular route posting opens up, you are going to get it, even without bidding.

-- As noted in Step 5 ( R-95 ): The PTF rural carrier is a leave replacement employee.

The USPS recently agreed to convert all CCA's with 30 months service to regular or PTF effective Sept. 1 My guess would be that HR is pretty backed up with all of those conversions. Did you get anything in writing to confirm your conversion? If your PM got notified of your conversion will they print out the e-mail for you? It was effective Sept. 1 You'll pretty much have to wait until your pay is posted to know for sure. Remember this is the USPS sometimes it takes them a while to update things in liteblue.
