• Expenses. Total operating expenses were $22.5 billion for the quarter, an increase of 2.0 percent compared with the same quarter one year ago. The increase was primarily due to higher retirement and other benefits and rising fuel costs, leading to higher transportation and other operating expenses.

This is the problem right here expenses. Every other metric is improving except for this one. They blame us and gas for the fact that they cannot get it under control and not the fact that management is bloated. Offices shouldn't have managers if the post master isn't ever at the office or doing any work. In many cases we're paying a supervisor to work FOR the PM that just collects a check.

A quick search says there are 31,863 offices across the US. Google claims 15,000 offices are big enough to have at least 1 supervisor. If we assume that supervisor costs roughly 100k from benefits then if we downsize 1 supervisor from every one of these offices we should see a savings of $1.5 billion in operating expenses.
