Auxiliary 5 and 1 Option Question

About a month ago the most senior sub in my office who has been holding down a K route (des. 74) moved up to an Auxiliary route and chose the 5 and 1 option (non-formula office) so she could take the auxiliary route in case the regular comes back and run the K route 6 days a week until then. She was going to run the K route for 90 days until she is forced to choose between the routes and I believe she was planning on choosing the K route. Although, on the day everybody moved up her name stayed on the K route as designation 74 and now my name is on the auxiliary route as the main carrier as designation 78. Did I get the auxiliary route because she was already in leave earning status? I don't think my relatively new supervisor or union steward really knows what happened or what needs to happen.

Management has to offer the AUX route to leave replacements be seniority. If no one wants it, they're supposed to rotate it and then offer it again in 30 days. If no one still wants it, they would hire someone for it. Also, I'm pretty sure the 5/1 option is running the AUX route 5 days and the K route one day.

If she is a Designation 74, she cannot run the AUX route as her primary. She can't have her cake and eat it too. If the Aux was offered to her and she accepted, the AUX is now her primary route and the hold down route needs to be offered to the next RCAs be seniority.

I am unfamiliar with the language that says management offers up a vacant aux route a second time after 30 days... where might I find that?
Thanks

Twingrlie et al -- " It should be under Article 12. "

-- I believe Article 12 deals with bidding on regular rural routes.

-- AUX routes are offered by seniority to RCA's. No bidding involved.

See Article 30.2.G.8. A Sub can be a 5/1 with a “Aux & a “Hold-Down”. If they choose to serve the Regular route, it is NOT effective for 90 days & the sub can revert back to the Aux at any time. On the 91st day, the sub will be assigned to the Regular Route & the Auxiliary route is offered per Contract.

The part I'm confused about is if she chose the regular route and it's not effective for 90 days why is my name on the primary for the aux already? Did it skip the 90 days because she is already a designation 74? I am the most senior sub after her. My supervisor doesn't know why my name is on the primary for the aux or if I was actaully awarded the aux and I am still being scheduled on other routes besides the aux.

For the purposes of this post, it seems the RCA is a designation 74 already. In choosing the Aux, they are saying they want to opt off of the hold down and move to the Aux correct?

I see what you’re saying. I went back & reread it. I would say that No the Des 74 cannot switch to a 5/1 Aux & expect to keep the hold-down.
Senior Sub below this sub should contact their DR & likely grieve it if mgmt allows this to happen.
IF it is allowable, the Designation 74 would be switched to Designation 78 (RCA) until the 90 days as a 5/1 is completed. They could choose the Aux between day 1 & Day 90 but if they don’t, Day 91 assigns them back to Designation 74 & the Aux is offered to the other subs.

Any member who has access to RMS can add a carrier to any route. It could have been District that moved your name in there. It doesn’t mean anything unless your PS Form 50 has been updated to reflect the new route. Do you want the Aux route?

Agreed. So basically they can’t have their cake and eat it too lol.

As far as I know she chose the hold down because her name is still on the time sheet for that route and mine is on the aux.
Edit: actually she WAS intending on doing the 5 and 1 but I believe she may have had to choose the hold down. I'm not sure nobody has told me.

See post #11.

I would be fine with either the hold down or aux. I just would like to know if I'm entitled to either because I'm still being scheduled as a a normal sub.

Has this sub been the primary sub for the hold down route since day one or they just started to run the route because they were scheduled on it?
If it’s the first one, management would offer the Aux route to available leave replacements based on seniority and that sub would chose what they wanted to do. If it’s the second one, management should have offered the hold down route when the carrier went on extended leave to subs based on seniority and then that carrier becomes a Des 74 on the 91st calendar day of being on that route. When the Aux route becomes available, it’s the same process. They offer it based on seniority and the sub would have to chose what they wanted to do.
If you’re next in line, let management know that you will file a grievance if they haven’t been posting routes accordingly. If it were me, I’d find out how long the regular was going to be gone for and take the hold down over an Aux any day.

To be eligible to be the 74 on a vacant route you must be the primary RCA for that route, so if you are the primary for that route you can't be assigned the aux route. Now you can be assigned the aux route and cover the K day for the route that is vacant in a 5/1 schedule.

So confusing. I think the problem is with management and here is my thoughts...

The carrier on hold down saw an opportunity with the aux opening up and went off the K route. That carrier shouldn't have been given the option to have the hold down route as their 1 in the 5/1. The route should've gone to whomever was #2 on the matrix for that route. Or the matrix should've been re done with the shuffling and IF no one chose the hold down THEN the 5/1 could choose it.

Am I missing something besides a lack of common sense?

Okay so after talking to the sub and talking to managent I've found out the sub chose the K route and is asking the regular to come back for a day or two before the 90 days are up so she can go back to a designation 78 and be able to choose the 5 and 1 option and keep the vacant K route and the aux. Her plan is to ask the regular come in and work atleast once every 90 days in order to keep the "vacant" route and have the aux as her primary until she becomes regular. Is there anything I can do as the sub behind her? Has she already given up the aux route since she wasn't allowed to do the 5/1 option and chose the K or does she still have 90 days until it becomes effective? Sorry for all the confusion I just feel like I'm getting cheated out of a route.
