I have a customer who requests her package be delivered on her porch, even when the package fits in her box. Do I have to deliver her package to her porch?

Short answer: no.

If I had to make a guess guided by experience: the PM knows from all the complaints. Who then gave a direct order "to just deliver it to the door, mmkay?" At which point the carrier should've said, ok. Then went to the edit book/4003 and added a hardship box. Measure the footage/mileage, and submit the change with the order. There will be a disagreement, then a grievance, and finally no more need to go to the door. And if it's down a driveway, add that the road is impassable in accordance with M38 section 400, roads.
