My route and several others just started a construction detour this past week.

It adds about 33 miles to the route and because of all the road construction it add about an hour, sometimes longer to the route!
How are we to get paid for this extra time, oh and it's and they are all LLV routes?

Solution
From NRLCA RRECS Q & A (5.24.22).pngArticle 9.2.C.12.png

It appears that it won't matter unless your construction deviation period crosses the 30-day threshold.

Notate it on the comments section of your 4240 and look into the propriety of mapping the detour in so there's no claim that it began later than what you claim.
There is this from The 603 ;

312.2 Additional Mileage
When you are required to travel additional mileage because of road
construction, flooding, or other conditions, record the additional travel each
day in the Remarks section on PS Form 4240, Rural Carrier Trip Report.
312.3 Detours
Where it is necessary to make an extensive detour to effect delivery, when
practical, you may ask customers to:
a. Temporarily relocate their mailbox.
b. Arrange to receive their mail through another customer’s mailbox.
c. Make some other arrangement for receiving their mail until regular
service can be resumed

Then, there is this from The Nat'l Agreement ;

12. Temporary Route Deviations
Any temporary route deviations of more than
thirty (30) calendar days duration shall be added
to the evaluation, and the salary shall be adjusted
accordingly. Upon termination of the deviation,
the route evaluation shall be adjusted to its former
status. All salary changes will become effective
at the beginning of the first pay period following
completion of the first thirty (30) days of the
detour and at the beginning of the first pay period
after the deviation is terminated.

Sorry just get extra EMA and no extra time, which is a freaking joke.

Detours under a month should get mileage and 2-3 mins a mile for detour IF IT IS UNDER A MONTH!

I want an explanation on what is the difference between a detour and 2nd trip? Both are deviations from the route. So why is only one you get paid mileage and 3 mins a mile while the other you just get mileage when it can cost you extra time and it isn't on your mapping.

b. Temporary Route Detour of More Than 30 Days
The forms [PS 4003] must be endorsed in the upper right-hand corner either "Temporary
Change for Duration of Detour" or "Termination of Temporary Detour," whichever is
appropriate. See Exhibits 217.12b(1) and 217.12b(2). [see revised instructions- Postal
Bulletin 11-12-87]

With RRECS and all of its' faults, flaws, and shortcomings, you may want to consider mapping / remapping the detour part(s). Although, with no way to adjust routes in the interim, and mileage still being a daily or weekly recurring work function and, as far as I am aware, mileage is still a "base hour" vector, compensation for the mileage is going to be more of a fight than you realize. I sure hope I am wrong but I just have this feeling on this.

It most definitely will be at the very minimum 6 to 8 months!
