On August 15, 2025, the NRLCA and the USPS signed an MOU to allow regular carriers to volunteer to work on Sundays and to volunteer to provide assistance on other routes in the office. No carrier will be required to perform either of these duties. All work performed in accordance with this MOU shall be paid at the overtime rate. This is similar ... Read more

I thought the NRLCA leadership did not have the authority to override the contract.
They don't, but the DOL's bar for DFR is so incredibly, mind-numbingly low, "I was never trained on that", or "I thought it meant something else" are of many magical phrases some officials use to dodge culpability.

I've wondered why the NRLCA doesn't increase the payment multiplier with each successive signing of this MOU. I get it that the union LOVES cancel culture, but to cancel it's own agreement?🙃 Why bother ratifying a contract if MOUs can serve as a bridge for sweetheart/back-door deals?

If there is a way to self-sabotage, we'll find it! (y) 🤦‍♂️

Note to national delegates: If you want this sort of "contractual override" behavior to stop, pass an order on your national officers that they (including any similarly representative entities) are restricted from signing any MOU or similar binding agreements that suspend or modify any provision of the national agreement.

how do we scan for going out on another route at end of day. I was told to return to office, do my end of day on my activites on my route, then go to PM casing. change route on scanner. I did not depart again, did not return to du again, did not clock out on that other route. When I returned I switched to my route again before clocking out. I noted on 4240 time and miles for other route but signed out on 4240 when pm casing time started on my route. I could not go to load time for loading truck that way so I know it was done wrong. How are we supposed to do that? My office has regular carriers filling out time cards and also noting on 4240. Is it not supposed to automatically being overtime for that as well? thank you!

You should be able to access all RRECS activities from what they call the "hamburger menu"-- the three straight lines in the upper right hand corner of the scanner screen when you are in the RRECS menu. From there, all the RRECS options will appear (and they will now remain on your screen until you CLOCKOUT) and you should be able to enter STARTLOAD/ENDLOAD. I say "should" because I haven't done this in a while so I am speaking from memory. Others can confirm or correct me.

Your supervisor will have to enter the time separately in the system for you to be paid the OT (they enter the time, and then select what route you provided assistance on from a drop down menu). You should note it on the 4240 in the Remarks column, e.g. "2:30-4:30 assisting on Route 3."

"Do we have to hire more RCAs?"
"Naw, they signed that MOU...again...lol"

A majority of the national delegates are cool with it. 🤷‍♂️
Who says? Delegates never got to vote on any MOU. A lot of us Carriers/delegates do not agree with this MOU being signed twice a year. It’s the offices that have little or no RCAs that this keeps getting signed.

Delegates can direct the board to perform or not perform certain actions and have chosen not to do so.

If delegates really wanted to mandate a vote on an MOU, they could demand it by, for example, modifying their constitution and requiring a special meeting prior MOU signings (Article 6.7).

Another option is requiring the union to poll MOU ratification through mail-in ballot prior signing, and for the exact language of the MOU, not some "general consent" nonsense where they get the required permission, but the permission opens the gates to let them do whatever they want... or they could play some feigned ignorance game, knowing they'll never have to answer for it because of the inherent delay within the union's appeals process.

You almost have to treat the position (not the person) as though it is a postal manager. No ambbackdoor. No vagueness. No equivocation. No hanging participles. No backdoors.

Delegates have much more control over their organization than they seem to know how to weild.
