NRLCA Files Three National Step 4 Grievances Against USPS

I swear more info coming out about RRECS, more my distain comes out for all of the stuff we were promised and told them, then just lied.

They REDACTED the entire 136 pages of methodology to get to the numbers they published. Now, that's a sure fire way to build trust. Keep every calculation top secret.

Yep remember it was ALL TRANSPARENT!!! Database from union for all carriers? I mean wonder why people question everything about the whole thing....

To quell the rising tide of rebellion among rural letter carriers facing these devastating cuts with forced labor added, USPS and the NRLCA signed a Memorandum of Understanding (MOU) on May 16th, setting out a lengthy Alternative Dispute procedure that bypasses the grievance process and workers’ right to representation under it. Foregoing a “Step 4” national grievance previously pursued on disputes of this scale, the Alternative Dispute procedure forces each individual carrier on their own to go through the laborious process of filling out a Dispute form.


This was how we resolved the last class action agreement...
Out of Curiosity do we still continue to dispute this issue with dps under 400 and the flats or is this now indisputable since the union filed the grievance on our behalf not that it has matter in the past..even though flats 19% of evaluation and dps under 400 only using 6 wks of data...again the union knew this issue and has sat on it through how many conventions and conferences and didnt feel like it should be addressed until now..smh but they have our backs on the 6 day delivery issue that hasnt been a issue in years...

I would file for sure. Granted, the grievance will be held in abeyance pending the outcome of the National Level grievance. But, there would be , at least , a paper trail leading back to the affected carrier(s). SHOULD carriers need to file ? Absolutely not !!! However , with little to no faith in EITHER party, I would NOT trust EITHER party to retroactively correct this issue in a manner that would not only penalize the PO but also make the affected carriers whole. And keep in mind there could be MUCH more in the form of corrections for carriers to be made whole such as RCAs back pay for working those routes.

Check page #3 on your 4241M . Look for "activity scans" . There will be two areas for them. From The Guide ;

44. Service Performance Measurement (SPM) Scans
The panel determined the time allowance for Prompted two‐step, and Simple one‐step
scans. These standards (S065 and S066) will be applied to SPM scans. For each SPM
Event (Delivery or Collection) the route will be credited with a S066 (Perform prompted
two‐step RRECS scans) at 0.0928 minutes or 5.56 seconds. For each mail piece scanned,
the route will be credited with S065 (Perform simple on‐step RRECS input scans) at
0.0795 minutes or 4.77 seconds per piece. These times are averaged over 52 weeks.


Now , @Old Fart was referring to WAY back in the day when we FIRST started screwing around with these things. Like 15 years ago or so........maybe longer. RRECS wasn't even around then.

I will bet money they don't pay for all of them. I have been averaging between 10-12 SPMs a week. If my time isn't wayyy up after that, I will be disappointed once again.

Also I have seen the whole 52 weeks average just be toss out the window by USPS. I don't trust anything about this BS.

Oh, I hear ya' loud and clear. When you look at the link , you'll see on the 4241A where the SPMs are in the street volume time and lines #9 and #10 are added. Then, when you scroll down to the last page ( #3 ) on the 4241M , you'll see lines #9 and #10 . I had a period of time where my scanner would alert me but it would not scan any barcodes when I had mail for the address. I made management aware of the issue just in case anyone "thought" I ignored the requests. I even showed management in the office where the scanner would not scan a barcode on the letter whether it was OUR code or one from the mailer. Scanner worked just fine on everything else ; parcels , accountable mail, depart to route code, etc. They finally got me a new scanner after awhile. Anyway, I never trusted ANY of the numbers that were handed to us at the end of it all.

The biggest question I have with this. Why did they still go through with it? I know it was through an arbitration, but could they have fought against it waaaaaaaay back in the beginning and literally stopped it before it went live?
I assume a lot of money is going toward step 4's because of it. Is this the only process to get out from under it? If it cant be fixed, (both parties agreeing it blows) can it be shut down?
The tech is likely here to stay, so the alternative pay system to this will likely be something that compliments the tech and its data collection abilities (I assume).
 
I guess we shall see. I'm just very hesitant to believe anything from NRLCA after the way I've been treated:

The NRLCA is not engaging in deception by now filing Step 4 grievances—despite having previously collaborated with USPS to implement RRECS without a membership vote. The union leadership, under President Don Maston, agreed to RRECS through binding arbitration and a series of Memoranda of Understanding (MOUs) in 2022–2023, bypassing member approval and overriding objections from rank-and-file carriers. This led to widespread pay cuts—up to $20,000 annually for some—fueling anger and a decertification movement.

Now, the NRLCA is challenging specific unilateral USPS actions that even it did not agree to, such as:

  • Misapplying RRECS standards for routes with under 400 DPS pieces/day,
  • Failing to validate Carrier Route Flats (CR Flats) data in RADAR,
  • Expanding emergency CDS contract routes without valid emergencies, violating bidding rights.
These Step 4 grievances are the final contractual step before arbitration and address new violations that emerged after RRECS was implemented. While the NRLCA enabled the system’s rollout, it now claims USPS is exceeding agreed terms, harming carriers in ways the union did not anticipate or authorize.

Biggest question why they went through??? Union in bed with USPS and probably got some kickbacks for all of the money saved.

I mean truly WHAT F!@$%ING UNION would be perfectly fine with almost 45% of carriers losing almost 9k+ a year???? I can't think of one

IMHO the "alternative pay system" is movement toward integration to city carriers. Everyone running the post office comes from city side, and the technology Districts use continually highlights things that are city focused, such as "you're spending too much time in the office even though you beat the heck out of your total evaluation"

Be grateful and protect every task we are given to perform during the day.
I am currently dealing with the lose of some standards because my very own coworkers are not protecting them.....too much.time suckage in a day to be bothered with certain tasks🙄
This system is not working.
When an evaluation occurs there is nothing
that prints out to show what could have been.
Everyone is still in "beat the evaluation" mode. I keep wondering how long this will drag on and what exactly (if anything) will make the masses realize whats happening.
At any rate, you cant help people that are committed to not wanting help. I get backlash and ridicule for trying to step in or question things sometime.
I tapped out to save my peace.

This is my opinion because I switched perspective.
There is no need to push ourselves to beat evaluation.
Standards are currently protected on the street.
Every single day we are collecting volumes toward the future route evaluation.
 
The pars is wonky also...back when We actually counted the number of pars(3982) my yearly number was the same as the 2 wks during mms and the 2wk number was what was used on my 4241a. I actually counted my pars and it was 2x the number that was on the 4241a. I of course i disputed this until this Sept mms and was told this was automatically done..so dispute was labeled no action.

I do NOT push to beat times. I do my job. Some days over some under. We must realize that every single action, time we take or do is collected somewhere by top management to try to use it to reduce our compensation or get us to work longer for the same pay.

City is incentivized to slow down. The office fight daily is carrier slow down vs management speed up.

Rural is incentivized to speed up. When we beat evaluation management basically ignores us.

I started as dual. Carried swings or routes on a hundred of suburban routes. I did my own study. Found that as a rural carrier I could complete routes at about 30% faster than city could on same route. And that's taking DPS to the street, coverage to street same as city.

Think about that.
