Target route cut to 43k policy

So I was wondering if anyone knows where the policy for management in cutting routes is located? Looking specifically for the 43k cut target wording, but I can't seem to find it anywhere in the contract. Cuts were not equally applied at my office and I would like to see if I can do something about it before they're enacted.
 
You can find some language in The M-38 , 823.13 ;

.13 Generally, it is desirable to retain heavy duty routes at an evaluated time no lower than [52
standard] hours per week [as practical, i.e., the route should be adjusted to the 43K
option category.] However, in some cases this may be impractical. There is no prohibition
against reducing a route below [52] hours per week [when it is operationally advantageous].
However, documentation must be furnished as to why it is not practical to adjust the route to [52]
hours.

The 43K is not a requirement.

Thank you! That is what I was looking for. 823.25 makes this statement: If the computation results in an interim evaluation of more than [52] hours, further adjustments should be considered.

I know 43k isn't a requirement, it's a target.

option category.] However, in some cases this may be impractical." It could be practical to adjust to 44K, 45K, or even 46K. Other variables factor into this such as squaring up territory, carrier actual work hours, left turns, etc.
