Rca to rural Ptf, is the awarded job seniority based or up to the PM?

I am 2nd in line as a Rca. I am the best sub as I know all 12 rural routes in the office, never call out and am always way under evaluation. If myself and 1st in line apply for the Ptf position will he get the job or is it up to the post master? Also, I am currently working 6to7 days a week. 6days I'm under 40. 7 days I'm over 40. As a ptf is it strictly hour for hour pay or do you get evaluation pay still? Thank you for the responses.

As PTF you are the same as an Rca, but with
benefits. You do have your guaranteed "string" routes (2-5 routes) and are first choice to be used on any route without a primary, if not near 40 hours for the week.
PTF positions are bid positions, bids are won by seniority. The only time you can be bypassed if you win the bid is if the pm decided to do that due to excessive discipline having been applied to the bid winner. I've only heard of it once in 34 years, so it's rare. Just because you're good at your job doesn't mean you will rise to the top, look at management for your example there.
By the way you will probably get more work as an Rca in this case than becoming a PTF.

If you're the pet carrier and the pm loathes #1 and has built a large file against them so when it came time, they could say #2 is more qualified...then you may have a chance.

12 rural routes. Very high volume office. There's only 2 1/2 subs now meaning one keeps calling out so we're stretched thin. I keep doing a route and a half while the number 1 is doing one route and may help case a little sometimes. So I would jump him on the list if I got ptf, only 1 ptf position in the office. We can't keep any RCAs, they keep quitting. Thanks for the replies everyone. Oh and the manglement just want the jobs done. They don't care who works what so I'm sure my hours would remain the same.

sounds like your office will have two ptfs shortly anyhow.... never would seniority be jumped... district would stop it knowing it would be grieved, won, and money paid out...

Right so would the 1st in line rca get the 1st regular position or would it have to be offered to the Ptf 1st?

PTF must take it, no choice in the matter.
Just wanted you to know about that before you accept a PTF position. (Some subs don't want to go regular and take the pay cut. PTFs have no choice.)

Oh I see. If someone was a sub for a long time, they're making good money. And no o.t. I've been there only 1 year and am making 17.78 an hour. So anything higher good for me. Thank you everyone.

The most senior RCA that bids on a PTF position will get it. Whoever makes PTF, regardless of their seniority as an RCA, will now be Top Dog. I’m in a big office & I’ve never seen “most qualified” beat out Seniority. Even if you aren’t the most Senior RCA, bid for the position.
Mgmt only has to place a MINIMUM of 2 routes on a PTF string. The maximum is 5. Read up on the rules for PTFs. Mgmt is only required to work the total hours of the “String”. There is no Matrix but mgmt CAN work them over an RCAs 2nd or 3rd choice. Mgmt chooses the Routes on a String & it can depend on what the Relief Days are for the Primary-available routes.

So there is only 1 ptf position open. I dont think the #1 rca saw the paper posted. There are actually 15 routes in the office and I know every single one. My office does not care about a matrix. It's crazy.

Seniority can be swapped if ptfs convert in the same day. The prior seniority as a rca is disregarded and the ptf tiebreaker is applied. If the ptf that was junior has more total postal time, because of a transfer or previous postal work of any kind, then they jump the line.

Sort of. “Continuous service” trumps “non-continuous service”. If both have the same amount of Continuous, then total Postal Service will win.

Matrix (Leave Replacement Assignment List) is contractual & is to be posted in every office. Article 30.2.D

We have never had a matrix posted. I've been there a year. We show up and do any one of the 15 routes on any given day. I know its against the rules...that's why we can't keep anyone.
