Morty et al -- "The ADR told the PTF in my office that they will not maintain their step increase upon going regular."
-- Let's return to yesteryear and the 03 JUL 2012 Clarke "award":
Oh, yes -- happy 7th anniversary to you Mr. Clarke.
- RCA's on the rolls before 07 AUG 1991, who are appointed to PTF carriers under Article 30.2.A.3. will begin a career appointment at Step C ( Table ONE).
- RCA's who were hired between 07 AUG 1991 and 20 NOV 2010 and served continuously thereafter, who are appointed to PTF carrier under Article 30.2.A.3. will begin a career appointment at Step A ( Table ONE ).
- RCA's hired on or after 21 NOV 2010 who are appointed to PTF under Article 30.2.A.3. will begin career appointment at Step 1 ( Table TWO ).
IF there are any [ remaining ] substitute rural carriers who are appointed to PTF under Article 30.2.A.3. will begin a career appointment at Step 8 or their existing step ( Table ONE ), which ever is LOWER, provided, however, that substitutes serving in excess of ninety ( 90 ) days on a vacant route at the time of appointment will maintain ther existing step.

The ADR was mistaken. Article 9.1.B.5 states “ Part-time flexible carriers will be appointed to regular carrier status at their attained step.”

PTF pay is based on hire date like RCA'S. FYI They have a yearly timed run up the STEPS of the Empire State Building.
