Posters have mentioned different time frames in the hiring process. Lets say someone really needs a job and the hiring process takes 2 months, I would say its pretty likely that a person would already have a job by the time the way behind the times PO hires someone. The PO in many ways is still stuck in the 90's.

Yes, even a part time job.
Believe it or not there are people that WANT to work on Saturdays, understand that they have to fill in for leaves and like the thought of making 160.00 on a 9.2 rt /113 miles equals 240. On the suface, not a bad pt Saturday gig. But.....lack of training, communication and downright incompetence by management usually does them in.
