I agree.
Logically, it's a simple fix.
Unfortunately, "groupthink" isn't logical. You're dealing with a mostly emotionally motivated group.
There are states whose "all-star" popular delegates will threaten others reputations for speaking out against the status quo. That whole "if you X, then you'll never be a delegate again!" bunch of nonsense. Many of them just
loooooooooove titles because all of that "thinkin' work" becomes someone else's responsibility.
If you go to a National Convention, you'll see some of them doe-eyed and starstruck if they just
see a Board Member walk by.
Additionally, for many of them, truth and falsity are crafted by the Board's imagination. Certain delegates are sooooo convinced by the Board's righteousness, that a National Officer's "nuh-uh!" is enough to dispel any dissent. A "nuh-uh!" uttered could have gotten O.J. off the hook!
First-timers all get the ego stroke out the gate. "We see great things for you" blah blah blah. "Future National Board material" is another knee slapper.
People are scared and many of them don't know how to handle certain bullies that pose as the union’s "angels of light."
That and most of the carrier's don't care what happens unless it hurts their pocketbook, provided they don't forget their damages endured by simply seeing a squirrel scurry up a tree.

Just take a look at the ratification ballot tally.
