Overtime MOU going away Feb 21st

"Due to continued staffing challenges in rural delivery operations, the Postal Service and the NRLCA have signed the attached MOU regarding two temporary modifications to the USPS-NRLCA National Agreement."

What is the definition of "Temporary"?

How many times has this been extended?

No talks about a new contract, just MOU's?

"Please understand—we are doing this for the benefit of our RCAs and the overwhelming number of you that have requested we extend the MOU."

The RCA's have requested better wages too, why not work on that instead of signing MOU's that keep their wages artificially lower.

I wonder if the union knows the post office can declare an emergency and raise RCA wages like they arbitrarily raised wages in the Dakotas when wages were far below any job in that region.
Would the union oppose such an increase for all RCA's, just wondering?

They seem to agree on the Mou pretty quickly, you would think they would be smart enough to link it to an agreement about the Contract. It's a valued bargaining chip that National is failing to use.
union management is too stupid to even think of getting anything for its members.. I'm retired and not a member of the union but if I was I'd want the union management to explain why they signed this?..of course it would be a cold day in hell before they responded.

No real law firm would ever recommend this deal without serious concessions. It boggles the mind why they signed. They could have refused, waited until usps was begging for relief and gotten some perks. Or used the labor hours of excessive rca use and grievance files for mandated career employees during arbitration. Kids fighting over crackerjack prizes have better negotiation skills.
 
My PM said he got word that USPS is not going to renew the mou. Stated a majority of those helping would zip through their route, then drag feet on the mou route.

But usps won't raise wages to attract subs, go figure.
Helping during certain parts of the year like during the Fall and winter it gets dark between 4 and 5 and sometimes the route up decide to help may not exactly be one you know well… lmao. So gee I wonder why it might “look like we are dragging bum”… but it could be that we just aren’t as familiar anymore since we are used to our routes and those other routes we did as subs have in fact changed since this MOU had been in force. But of course we have the bum draggers somewhere. But I mostly think it’s running the you know what out of your route in anticipation of trying to keep as much daylight as possible while providing the help.

I have heard that their (NRLCA) thinking is that Carriers would be force to do it anyway so this way they will at least get paid at an OT rate. So another words the NRLCA won't have to confront USPS about violating the contract if they just remove the reason with an MOU allowing it.

AT LEAST? Any route evaluated over 40 hours a week would be entitled to the standard OT rate -150% anyway
So another words the NRLCA won't have to confront USPS about violating the contract if they just remove the reason with an MOU allowing it.
But either way it is a violation if you are forced, with or without the MOU

Understood! My point was that NRLCA is limiting its potential authority (saving face) by conceding in advance what shouldn't be allowed at all. They should be forcing them to pay dearly (double time or more) for not hiring sufficiently to contractual standards. When it takes 4 years to come up with a 2 year contract you would think that NRLCA would enforce those result to the max.
