1 minute from 44K

My count came in at 52:11, 1 minute from a 44K. I do have several vacancies at a mall on my route. Will I receive "Bank Time" and be able to turn in my edit book when a new business moves in? This is my first count as a regular and I feel like I got the short end of the stick during the count, so I really want to be prepared and try to get back up to a 44K as soon as I possibly can. Thanks for any info or advise.
 
No, a few businesses won't do it.  Your bank starts at ZERO after a count.  You would have to add an about an hour or more of changes to bump up.

--  I'd be asking manglement to go over all the worksheets, just in case something might have been overlooked.

--  Might even ask them to add a minute.   In some offices that used to work, but these days, who knows.

--  You'll never know if you don't ask.

--  Search RI's KNOWLEDGEBASE for "bank time" and "boxes needed".

--  Note the date the vacancies become active on the back of the 4240.   Plus keep a running log at home.  

--  Also keep updating the Edit Book.

--  Manglement probably won't deal with new addresses unless you have enough for an hour's increase.  And depending on the route's classification (  J, or K ) and the standard hours, an hour's worth of new deliveries might not be enough to pump the route up the next hour.

--  Welcome to the "club", rural carriers have been getting the short end of the stick for decades!
 
Don't you get to add boxes after the "official" route inspection count?  For up to 90 days?  I seem to recall that happening here before.

Has any address gone active after your route inspection?  All you need is net increase of a single address and you have your 44 hours.

Not yet, but I have a feeling someone is getting ready to move into one of the vacant offices, there has been a lot of remodeling going on the past week. Thanks for the info, I will look into that tomorrow.

Sorry, but you're SOL at this point unless you have a viable dispute in play. Once the papers have been signed & sent up, no more corrections can be done. If you disputed the count, only the items in that dispute would be corrected, but you didn't say which way you went on that. I know the feeling while waiting for a tenant to establish mail delivery but 1/2 my businesses receive mail at their location while others will maintain a PO Box instead. I've learned to not "bank" on them being my customer. ?

"Bank time" is the time holding while trying to get to that 1 hour for a change. It resets to zero every count and when adjusted. Normal growth does not reset the clock. If I recall, going over the "1 hour" with enough time to step to the next hour will get you a 2-hr change. 
 
The time to have scrutinized the numbers would have been during your review period... I would have been looking closely at everything... Column 17, did they give you at least 5 minutes per week safety talk time, Saturday extra time, etc., etc... anything and everything that might have given you a couple of extra minutes... but as GotStamps said, you might just be SOL at this point, unfortunately...  <img title="Frown" alt="Frown" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-frown.gif" />
 
ovrwrkd -- To expand on "D.B.'s" Column 17 entries for the Safety Talk:

--  Page 27 of the 2018 Mail Count Guide:

Item ( 7 ) - weekly safety talks MUST be conducted.   The actual time required ( usually 5 minutes per week ) MUST be recorded in Column 17.

Item ( 9 ) - an additional additional time credit ( normally 5 minutes ) MUST be given to the route if management elects a weekly safety talk for the relief employees or a carrier who was not present.

--  If manglement says its "only the NRLCA Mail Count Guide", show them page 122 of the PO-603 ( a joint USPS-NRLCA publication put together by people in a much higher pay grade than local management ), which contains the same wording.

--  Then show them page 13 of the 2018 Mail Count Guide - bottom right-hand corner:  It is unacceptable for either management or rural carriers to take actions that affect the integrity of the mail count.  The passage is in<strong> BOLD TYPE</strong> for a reason - IMHO.

--  If there is no time listed for a safety talk, that should be enough for a grievance and / or at least a reason not to sign off on the count numbers.
 
Unless you already have refused to sign to the accuracy of your count sheets your question is of no value, and you should change your handle to "ovrwkd&undrpaid". There are many ways to gain 1 minute on any count, legally, that could have been obtained from this site, let us know if you need this information if you haven't signed off on the correctness of your count.
