2020 Leave

When can you submit leave for FY 2020. I submitted mine today for first 2 days of January was denied for “Not accepting leave requests for 2020 @ this time”. I’m submitting it now to be proactive not reactive so y’all can plan accordingly. I tried for 20191129 but was denied for “needs of post office” which I understand and accept no biggie. Being denied because you aren’t accepting leave for 2020 is dumb just hold it until you are feel like first come first serve is bs because they deny it so when I submit again I most likely won’t be first. Is there a order stating when you can submit leave or is it at managements discretion?

FILE a GRIEVANCE!
There is no “time limitations” on requesting leave. You can request 5 years in advance if you wanted to.
“Needs of service” is NOT a viable excuse for a denial & neither is mgmt decision to not receive leave for next year. Mgmt has to prove there is no possible way to allow you off when you would like when a grievance is filed so file EVERY TIME they deny your leave.

To deny any leave management must have a reason for the denial. Needs of the service doesn't cut it. What needs? Your manager could hire an RCA for you by January if they got off their butts. File a grievance asking: "Did management follow our contract by denying my leave request with out any contractual reason?"

Ghost2266 -- You are getting your "years" mixed up. The Fiscal Year really doesn't matter when requesting leave. Not that you asked, but...

-- Calendar Year runs from 01 JAN xx to 31 DEC xx

-- Fiscal Year runs from 01 OCT xx to 30 SEP xx the following year.

-- Leave Year runs from the first day of the first complete pay period in a calendar year ( JAN ) and ends on the day before the first day of the first complete pay period of the following year.

-- Guarantee Year runs from the first day following the last complete pay period in October and ends on the last day of the last complete pay period of October of the following year.

-- As "gotstamps" noted, there is no official time limit on submitting leave requests. Thus offices will try to make up their own limitations. It goes along with post offices doing things in their own manner.

-- If need be, start submitting leave request for your desired dates EVERY DAY from now on. Hopefully manglement will decide to grant your leave or plan on purchasing additional 3971's!! If manglement complains about the cost, cite Section 142.3 of the PO-603 -- Equipment and Supplies. The USPS SUPPLIES ALL additional necessary equipment, supplies, and FORMS. If manglement still not cooperating, file a grievance for not supplying necessary forms!

-- Per "Rt2mailman" - grieve every denied leave request.

-- If manglement does not see the light, bring in your Assistant District Representative so manglement can explain to the ADR why leave is being denied.

Our union does not want a leave draw. This would be some much easier. You would be able to actually plan things. After leave draw was published, any leave from then on is incidental leave.
