No one is on the RDWL.
When a regular rural carrier is needed to work (check Article 8.5 and 9.2.c.5) in no one is on RDWL, then volunteers can be worked. If a regular is still needed to work, then it goes by juniority. The junior person would have to work even if they have to sub assigned to their route. The sub would work another vacant route.

It's easier to say who doesn't work, the senior carrier doesn't work. (unless they want to)
With no one on the RDWL regulars are forced in by juniority (J or K does not matter) unless they have leave scheduled in conjunction with their relief day.

Who has the most seniority?
J route can only have a Saturday relief day. Is this a formula office?
Seniority starts with carrier one

J route gets every other Saturday off, carrier 2 gets every Saturday off, carrier 3 gets every other Saturday off. All others are junior, and therefore have to work 6 days/week.
