8127

Late trucks etc....the rca's in my office have NEVER been paid 8127. Over the many years I have lost out on hundreds of hours. One day was over 3 hour wait. Ridiculous.

Wsopgal, RCA are un-able to be paid on a form 8127,that form is only for regular carriers. Rca's are paid on a green card for any time outside of their normal route work on the route they work.
If any of the carriers (RCA or regular) were to ask the steward assigned to their office (which can be found on the NRLCA site under your zip code) for help in any situation in which they feel they may have a complaint, they will get help.
If this has happened less than 2 weeks ago you still have time to file a grievance and receive payment for the time you waited for mail.

The 3 hour incident was years ago....but I am waiting at least 2 or more hours every week. I will start making out a green card from now on. Thank you.

Not positive on this, but believe you need to inform supervisor that you are on waiting time before you fill out that green card. As an RCA they can find other things for you to do, but you should still be on a green card.

So tired of playing the role of "sucker"

If you are waiting as often as you say, most likely your pm will change your start time once you ask to be paid on a green card for waiting time.

Wsopgal ( you seem to be making up for lost time! Good for you! )

-- The only "dumb" question is the one you don't ask.

-- Getting paid for "waiting time" can be dangerous as "Rt2mailman" noted.

-- From Step 4 ( W-9 ), in part: The parties agree that when a rural carrier is required to wait for mail due to late arriving transportation, appropriate compensation WILL BE PROVIDED. [ now the tricky part ] Waiting time WILL NOT BE COMPENSATED until ALL CARRIER DUTIES ARE COMPLETED, to the extent possible, including the casing of all available mail.

When a carrier is required to wait ONLY for DPS letter mail or other mail that does not require casing, including but not limited to, parcels or box holders, has no other rural duties to perform [ Edit Book, reviewing pink cards, etc ] including the strapping out of all cased mail and is PREPARED TO DEPART THE OFFICE to effect delivery, the carrier will be compensated for the time the carrier is required to wait. [ 8127 for regulars and 1314-A for RCA's ]

-- IF you have ALL case duties completed, the mail pulled down, loaded into the vehicle, and are ready to hit the streets, go up to manglement, start the timer on your watch and announce that you are now on "waiting time" for the DPS to arrive.

-- Don't know if being threatened with having one's start time moved back would be considered "bullying" or "harassment". Something to ask the office steward.

Hard to pull down because we always have at least 1 tray of working mail we have to wait on. Catch 22 here I suppose. I could always go home instead of waiting.

Can management change start time for an RCA and not a regular? Wouldn't that wreck havoc with the 424o?

Well, management is management and has the right to mismanage. @wsopgal, if your start time is changed, make sure that you work the full evaluation and take your full 30 minute lunch. You may even make some extra money if you have to run the outgoing to the plant because of a later start time. Dig?

@Oi.. Depends how close ones office is to plant. My area, my office last stop for drop first for last dispatch. Plant 140+ miles away.

Policy of plant run enforced until 3 whack a deer in LLV. Policy changed to catch up with truck before next Pick up. Can't catch dispatch? Mail now sits in office until next day. Don't know how or what scans are.
