Anything contractual or in a handbook about management presence?

Is there anything that says management MUST be in an office when employees are so that they are forced to handle grievances, safety issues, delivery vehicles issues, etc? Are they really not accountable for such things as being present to do their job? If management isn't available who is REQUIRED to do their job in their absence? It seems like everybody wants to pass the buck lately.

M 38 Management of Rural Delivery ......... 221.5 A manager or designated employee will be on duty when the carriers return from their routes on all service days. (See exception Part 216.) [This references procedures for small offices where arrangements have been made for a rural carrier to clear their own accountables on Saturdays and leave fixed credits, accountable items and moneys in a locked pouch.]

normal people read that as in the office - in my area, them being a phone call away counts.

Everybody knows that this is something that they have had carte blanche to get away with since forever. Why do you think the slackers get into management for?

I totally get the accountable clearance but I'm more concerned with when a carrier gets robbed at gunpoint, a LLV catches fire, contract grievances... the stuff that is urgent or has deadlines attached to it meanwhile the Postmaster is out golfing all weekend, the supervisor is on vacation and the brand new PSE is running the office with no knowledge or experience to handle things. Isn't there a minimum in terms of management or what protects the carriers when we can't get stuff addressed?

I guess they can't think logically. On duty means being there to clear carrier and other office things and THEN lock up the building after all workers go home. Otherwise, there is no point to the Saturday Clearance Procedures being listed. They would just issue a key and a lock to the carriers everyday..............

logic!! Similar to the POM regulations about signing for arrow keys. It mentions in order to prevent having to sign in and out everyday, use a chit or something instead. Back in the day, my dad would bring his "route token" home and leave with his wallet so he didn't forget it the next day. I did same until 2012 or so after pointing out the POM provision, then someone didn't like the POM provisons and the union wouldn't agree in the grievance.

you using logic in reference to management is precious.

in my RMPO, i do everything by the book. in the APO, no one is there when carriers return, nothing is locked up, everything is just all cattywumpus.

have reported to the MPOO and DM, no one give a flying anything.

There should be someone there unless you are being paid to lock up. A PSE "left in charge" counts. File any grievances with that person, get an initial, that starts the process.
