ARC’s are only allowed to carry mail on Saturday after all RCA’s have been scheduled or called in. I would assume that Expresses would probably qualify as mail but only after all RCA’s were called in.

2 rca's available = a class action grievance.
File and both should be paid.

But express mail is not craft specific. Management can assign someone to carry it instead of allowing a city carrier, clerk, or rural carrier. Only time we are entitled to it is if that is normal for us to get (done all year long) and then management puts it on someone else so your route doesn't get the credit on mailcount.
