As an RCA, can the USPS contractually require me to work . . .

They are supposed to do a rotating list on Sundays. But if there aren't enough people, you will be mandated. I worked every sunday for a couple years then my last few months I rotated. I also worked 28 days in a row Christmas 2015.

If you are complaining about working Sundays and holidays you won't receive any help from anyone, since that is your job. But if they do work you 7+ days in a row many times sometimes complaining does work, as does a key call-in sick on a very busy day.

One thing to add- if mgmt is working you on Sundays yet keeping you under 40 by"bumping" you later in the week from the schedule on days you rightfully should be working, THAT is a contract violation.on a Primary route, you are allowed to work up to the EVAL.
Sunday can be skipped if an RCA will go over 40. If your district has a "7-day rule", Sunday is to be skipped.

Require a manager be on duty until your assignment is completed. The ELM only states Saturday, in small offices, that a manger doesn't have to be in the facility. I'm assuming no manager is in the office? So grieve it, but make damn well sure your steward cites the agreement in the ELM and find incidents where an rca died on route on a Saturday when no manager was present. Also file a 1767 safety violation, stating you dont feel safe without someone watching you-cite deaths.
