Aux Route Creation Questions

Can someone direct me to the proper page regarding creation of Aux routes, a few questions
Who makes the determination that an aux route is necessary?

Scenario to explain the question
2 Routes 2 offices
1 office is a PO box only office the other office is fully functioning with PO boxes and 2 rural Routes
PO box only office closes
Route 1 is closest to PO box only office
Customers in PO box office decided to put up house mail boxecan route 2 claim any of route 1 boxes
I hope the scenario makes sense

I have the Union contract but I can not find any information in it regarding creating an Aux route
Thank you for any information you can provide

Finding info on AUX routes via the contract is like spotting a White Rhino.

An Aux route creation must be at least 12 hrs in 6 days. The Machine takes these hours from overburden routes in 1 office.

More info needed. Is the POB only office you mention, served by a carrier from the office with 2 routes?

Fix the edit for those who tower.

The machine has a program where PM plugs in volume/miles/boxes for overburden routes to create a AUX.

i don't think they will create an aux route if there is anyway around it. i.e. - give all po box customers to route 1, and shift territory to route 2 from route 1 to keep both under overburdened status. if it isn't possible to keep them under the 46k max, then the aux will need a min. of 12 weekly hours to be created.
it all depends on number of po boxes being closed, and the size of the existing rural routes.

@MON and others..If this POB office is shutting down for good. The trend here in smaller than Mayberry land, is to install a NCDBU at a location near the POB only office now closed. By doing so box factor time is cut. Parcels which don't fit go back to the APO.
